JOB Description The essential functions of this position within the organization are to audit, analyze, maintain human resource processes. This position will provide human resource services support to the Office of the State Courts Administrator and to human resource offices across the entire State Courts System. Management This position is located in Tallahassee, FL The Florida Division of Emergency Management plans for and responds to both natural and man-made disasters.

These range from floods and hurricanes to incidents involving hazardous materials or nuclear power.

The Division of Emergency Management (FDEM or Division) is the liaison between federal, state, and local agencies. FDEM prepares and implements a statewide Comprehensive Emergency Management Plan, routinely conducts extensive exercises to test state and county emergency response capabilities, provides technical assistance to local governments as they prepare emergency plans and procedures, as well as conducts emergency

operations trainings for state and local government agencies. The Division serves as the lead agency for the State Emergency Response Team (SERT), whose primary goal is the coordination of the state’s efforts during disaster response and recovery.

This coordination is conducted within the State Emergency Operations Center (SEOC) in Tallahassee. Additionally, the Division manages the State Watch Office; the 24-hours a day operation tasked with providing situational awareness to stakeholders statewide. After a disaster, FDEM conducts damage backssment surveys and advises the Governor of the state of Florida on whether to declare an emergency and seek federal relief funds. It is against

this backdrop that FDEM strives to demonstrate its mission of, “Coordinate, collaborate and communicate with our community stakeholders for a resilient Florida” along with our vision of, “Leading the Profession in building prepared and resilient communities”.

Position Overview and Responsibilities: This position serves as the Document Analyst and Custodian for the Bureau of Response, responsible for creating, collecting, and revising the policies and procedures within the Bureau. Ability to work non-traditional hours and holidays, and to be deployed to anywhere in Florida or the United States for up to two weeks at a time. POSITION DESCRIPTION: Develop, review, and implement Statewide standards, criteria, procedures, guidelines and engineering tools and computer aided design programs relating to roadway design and construction. Must be able to exercise independent judgment in the formulation and review of these standards, criteria, procedures, guidelines, engineering tools and computer aided design programs which will have a direct impact on construction plans prepared on a Statewide basis. Maintain a close, cooperative working relationship between other Department offices, the Federal Highway Administration, the transportation industry and traffic engineering community on all matters relating to roadway and traffic design. Participate in Department cross-functional and coordinating task team activities. Advise superiors on matters relating to roadway and traffic design and in their absence acts on matters as appropriate. Develop, update, and review of Standard Specifications and Developmental Specifications related to Standard Plans and APL products as assigned.

This includes the responsibility of coordinating with the State Specifications Office for potential impacts to specifications, coordination with District staff/Engineer of Record for specific application of developmental products and procedures, and signing and sealing of resulting Developmental Specifications. Review roadway and traffic proprietary products, as assigned, for inclusion on the Department’s Approved Products List (APL). These products include, but are not limited to roadside barriers and crash cushions, sign sheeting, raised pavement markers, delineators, etc.

The incumbent must exercise independent judgment in evaluating the safety performance of such devices and their suitability for use on Florida’s roadways.
