The CIPR Catastrophe Risk Resilience Specialist will contribute to the delivery of the 3-pillar strategy of the Catastrophe Modeling Center of Excellence (the Center) and the growth of the Center into the main advisory center on catastrophe, climate, and resilience issues for state insurance regulators. This position will advise insurance regulators

in developing resilience solutions for departments of insurance, conduct applied research analysis using various catastrophe risk model platforms proactively answering regulatory questions concerning resilience priorities.

Responsibilities include: Coordinates with departments of insurance on resilience initiatives including funding acquisition assistance policy development and program implementation consultation. Serves as central coordinator for state mitigation efforts that enable knowledge sharing on existing and potential resilience mitigation programs. Creates and coordinates resilience tools, assists regulators developing state level mitigation programs and incentives for pre-disaster

mitigation. This includes conducting benefit-cost analyses, feasibility studies, cost analysis, management analysis and procedures analysis of mitigation efforts for funding applications.

Aids in implementation of program operational framework to include assistance in creating a functional operation program plan and program continuity plan for a state agency. Assists in the development of functional administrative plans within state policy regarding public and private funding streams. Assists programs with identifying the need, designing and implementation of legislative policy and administrative regulations of a state agency needed to effectively implement program.

Provides education and training to departments of insurance surrounding building codes, mitigation, and resilience funding opportunities. Engages with technical experts in the resilience space to assist states in developing resilience funding programs aimed at household and community natural catastrophe/climate resilience. Liaises with main stakeholders involved in disaster mitigation and mitigation planning. Develops research to support the departments of insurance resilience efforts and backsses the feasibility of these efforts. Works with CAT model vendors to utilize CAT Model output data for various perils.

Leverages a variety of resources (i. e. internal/external data, industry research) to inform, influence, develop, and administer research. Including leveraging existing NAIC and State department of insurance data where applicable for research activities. Develops analytical tools utilizing Geographic Information System (GIS) to assist with the research production. Supports NAIC work to design and conduct in-depth analysis of the financial impact of climate risk to inform state insurance departments' mitigation programs. Supports states in determining projected and actual impact on insurance markets that implement mitigation programs.

Assists states in research that help develop a geographic implementation strategy of mitigation programs based on risk and return methodology and a state's goals of the effectiveness of the program. Assists in developing communication and messaging aimed at better preparing policyholders to undertake applicable risk reduction/resilience activities. Liaises with main stakeholders involved in risk reduction and resilience messaging including the Insurance Institute for Business and Home Safety (IBHS) and the Federal Alliance for Safe Homes (FLASH).

Works with NAIC communication team and State Department Public Information officers responsible for developing and maintaining risk reduction and resilience messaging. Skills and Abilities: Excellent written and verbal communication and analytical skills are required. Ability to present technical and scientific concepts to a non-technical audience. Ability to perform and synthesize quantitative and qualitative analyses. Evidence of strong organizational and time management skills. Demonstrated capability to lead people and projects and deliver objectives on time working independently.

Exhibits excellent teamwork skills and a positive attitude; builds strong partnerships; and effectively communicates with peers and management. Overnight, Out-of-state travel required, including NAIC National Meetings and other insurance conferences. Minimum Education and/or experience required: Masters in STEM or related field is required as well as at least ten (10) years of financial services experience with either a regulated entity who has a regional, national, and/or international presence or a governmental regulatory entity. Horizon Prep first opened its doors in 2000 as Horizon Christian Preschool, a ministry of Horizon Church, in North County San Diego, California. With a heart to provide an academically excellent and biblically based education to the community, Horizon Church, under the leadership of Pastor Bob Botsford, prayerfully and boldly continued to expand Horizon Prep. Lord proved faithful as He both paved the way, and provided vision and resources, to bring Horizon Prep to where it is today. By 2003, the Horizon campus grew to include an additional 20-acres of land, and with that additional space came additional classrooms, more grades, athletic facilities, and a greater educational impact.

Today, Horizon Prep serves approximately 400 students with a Christ-centered classical education, at every age, Preschool – 12th Grade. Horizon Prep is known as a loving, nurturing environment with high academic standards. With standardized test scores in the top 97th percentile nationwide, Horizon Prep students not only receive instruction in core subjects, but

in Latin, Spanish, Bible, Art, Music, Library, Technology and Physical Education as well.

At Horizon Prep we offer indoor volleyball, sand volleyball, football, basketball, track, cross country, tennis, and golf. At Horizon we believe that the best is yet to come! About the Head of Schools: Horizon Prep is seeking its next Head of Schools. As a member of the Horizon Leadership Team, the Head of Schools reports directly to the Senior Pastor to provide operational leadership and oversight: For the ministerial and educational (academic and whole-person development), experience of students in HP’s Early Education program and the Schools of Grammar, Logic and Rhetoric.

For the organizational, human resource, business, development and entrepreneurial aspects of Horizon Prep’s advancement. For the enrollment and development growth of the school. The Head of Schools serves: To inspire the Horizon Prep academic community with the mission and desired mission outcomes of an HP education in the lives of students, To foster the ongoing development of HP’s mission-centered strategic vision and plan for the development of Horizon Prep and its programs, and To ensure the implementation of programs and the nurturing of a campus culture necessary to achieve Horizon Prep’s mission and vision.

The Head of Schools Responsibilities Include: Vision/Mission Stewardship Cultivate unity and collaboration in mission between Horizon Prep and Horizon Church. Owns and passionately communicates the vision and mission to all stakeholders and to the surrounding community. Inspires positive cultural growth and corrects negative cultural trends. Loves learning and pursues the effective implementation of a classically based education.

Institutional & Academic Leadership Ensure that appropriate classically based academics and learning are in place for HP graduates to consistently gain entrance into quality universities. Actively supports faculty and ensures that they have adequate resources. Develops and implements the organizational structure, processes, and systems of accountability that allow for effective leadership and administration of Horizon Prep. Maintains an organizational culture that promotes college preparation for all students. Ensures that Horizon Prep meets or exceeds ongoing accreditation standards.

Fosters a dynamic and positive work environment to attract and retain quality faculty and staff. Personnel Leadership Maintains strong culture of unity and cross collaboration with other Horizon Church ministries. Recruits and retains excellent faculty and staff. Oversees professional development of direct reports. Oversees the implementation of the evaluative process to facilitate encouragement and growth. Develops and maintains a succession plan for key employees to minimize transition risk. Student/Family Recruitment & Retention Strengthens enrollment to fill existing capacity and expand pipeline of new applicants.

Consistently strategizes new means for attracting students to widen the pool of prospective students and recruit families. Ensures meaningful engagement throughout a family’s time at Horizon Prep; listens and responds to concerns and suggestions in a timely and respectful manner. Internal/External Communication Champion the established Horizon Prep vision and values set forth by the Senior Pastor in internal and external communication. Effectively markets Horizon Prep’s story and value to all stakeholders, prospective students, donors, colleges & universities, and the broader community.

Builds relationships with key individuals to strengthen Horizon Prep’s ties to the community. Provides direction for marketing strategy (e. g. website, brochures, etc. ). Builds strong partnerships with local non-profits, underprivileged schools, and the local community to develop mutually supportive relationships and to address shared concerns and opportunities for outreach. What You Bring: Education Minimum Master’s Degree in Education/Educational Leadership or equivalent; Doctorate Preferred Degree in Education, Business or similar function preferred. Skills Broad knowledge of educational administration, curriculum, instruction and student development theory and programming. Supportive of the Classical Christian Education model.
