PRPs must be fully licensed physicians (i. e. not a training license) and may only be appointed on an intermittent or fee-basis. PRPs are not considered independent practitioners and will not be privileged; rather, they are to have a " scope of practice" that allows them to perform certain restricted duties under supervision. Additionally, surgery residents in gap years may also be appointed as PRPs.

Proficiency in spoken and written English. Preferred Experience: One year of supervisory or leadership role management is preferred. Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-2 Physician Qualification Standard. This can be found in the local Human Resources Office. This position requires a valid state driver's license and local travel to provide community-based care to Veterans. The appointing official may waive the requirement of certification for a period not to exceed two years for a Health Technician (Ophthalmology) that provides care under the supervision of an Ophthalmologist.

The exception only applies below the full performance level. For grade levels at or above the full performance level the candidate must be certified.
