This position serves as local Engineer for the State Underground Petroleum Environmental Response Act (SUPER Act) Program for Escambia, Santa Rosa, Okaloosa, Bay, Holmes, Walton, and Washington counties.
Manages all phases of site rehabilitation of petroleum contaminated sites as they relate to Chapter 62-780, 62-775 and 62-777, Florida Administrative Code (F. A. C. ), and Chapter 376, Florida Statutes (F. S. ) and conducts inspection of remediation systems to insure proper and efficient operation and maintenance of these systems. Travel may be required. Evaluates
Remedial Action Plans, Construction Drawings and Specifications, and Bid Packages for completeness, technical accuracy, and consistency with the requirements of Chapters 62-780, 62-775 and 62-777, F.
A. C. DEP guidance documents, and generally accepted engineering practices to ensure cost effective cleanup of petroleum contaminated sites. Provides technical assistance to Site Managers within the local SUPER Act Program relating to design, installation, and operation of remediation systems at petroleum contaminated sites. Inspects remediation systems for proper operation and maintenance in accordance with approved Remedial Action Plans. Prepares complex operation and maintenance reports
and ensures that Site Managers are informed of pertinent issues regarding remediation systems.
Witness system startups and evaluate as built documentation. Audit state owned equipment at various field locations and reconcile inventory records. Evaluates technical documents for completeness, accuracy, and consistency with the reqeuirements of Chapters 62-780, 62775 and 62-777, F. A. C. to ensure the environmentawl impacts of petroleum contaminatied sites are determined and understood sufficiently to provide protection for groundwater resources and drinking water supplies. Prepares recommendations, approvals, permits and orders regarding the backssment, rehabilitation, and closure of petroleum contaminated sites as required by Chapters 62-780, 62-775 and 62-777, F.
A. C. Provides technical advice to upper management on issues concerning petroleum and other hazardous substances. Assists upper management in developing local policy associated with petroleum and other hazardous substances. Evaluates written proposals, bids, invoices, contracts, and other financial documents submitted by environmental consultants for work under the Florida Department of Environmental Protection’s (DEP) Preapproval Programs, Pay for Performance Program, Petroleum Cleanup Participation Program and Local Cleanup Program for completeness, accuracy, and consistency with the requirements of Chapter 376, F.
S. Chapter 62-780, F. A. C. and the technical requirements for rehabilitation at individual sites. Acts as the Remedial Action (RA Specialist) for the Local Program (17-Escambia County). Standardizes, develops, and reviews extensive Remedial Action Construction (RAC) Scopes of Work (SOW) and purchase orders (PO’s). Assists site managers with and participates in RAC meetings and FDEP Difficult Site Review presentations/teleconferences and attends required FDEP trainings for RA Specialists.
Coordinates with petroleum site owners and their consultants or representatives on work plans, field activities and document submittals to ensure that requirements of Chapters 62-780, 62-775 and 62-777, F. A. C. and Chapter 376, F. S. are adequately met in a cost-efficient manner. Conducts field investigations, inspections, and quality assurance reviews and audits of petroleum contaminated sites. Meets with Site managers, owners, consultants, and other interested parties to ensure compliance with environmental rules and regulations. Prepares enforcement recommendations and cases for non-compliant petroleum and other pollutant-contaminated sites.
Performs quality assurance reviews on computer and paper files. Other related duties as assigned : Promotes the department as a positive, caring community organization through courteous behavior toward all clients and co-workers. Performs related work as required.
