Classification Summary The principal function of an employee in this class is to perform skilled technical duties to create, maintain, update and develop the Canyon County GIS.
The work is performed under the direct supervision of the Canyon County GIS Land Records Supervisor. The principal duties of this class are performed in a general office environment. Examples of Work (Illustrative Only) Essential Duties and Responsibilities Works cooperatively and constructively with fellow workers, elected officials, and members of the public to provide public service of the highest quality; Performs complex
cadastral and GIS data maintenance, manipulation, analysis, extraction and generation assignments; Performs data research, investigation and verification; creates, updates, and maintains geospatial data for use in various hardcopy and digital products for internal and external customers; Coordinates various special projects and/or graphics in support of the backssor’s goals and prepares and conveys findings in a concise and effective way; Prepares plans, produces, maintains, and updates a variety of maps, web applications, and other graphic representations displaying layers and attribute data from databases; Provides lead technical assistance to staff, clients and management.
Communicate
effectively on all levels and provide program coordination and reports; Uses cartographic techniques to represent spatial data; develops and maintains data layers, using GIS tools, CAD tools and relational databases; Provides file maintenance for both digital and hard copy files; operates copier, printer and similar map-producing equipment; Conducts continuing review of projects and records to assure compliance with department and agency rules; Researches the latest GIS technologies and techniques as appropriate, to enhance and maintain knowledge of geospatial trends and software developments; Keeps informed of current trends, new and pending legislation, and any other development which might affect the work of the backssor’s GIS division; Assists the webmaster and/or vendors in the creation and modification of the backssor’s website and online applications; Performs all work duties and activities in accordance with County policies, procedures, and safety practices.

Knowledge, Skills and Abilities Knowledge of: GIS concepts and analytical techniques, including computerized mapping and digital data conversion, manipulation and analysis; GIS technologies to perform workflows using Coordinate Geometry (COGO) tools, Model Builder, and Geoprocessing Tools; GIS database administration and management principles, methods and techniques, including quality control methods and practices; Surveying principles and terminology as they relate to cadastral mapping and the Public Land Survey System (PLSS); Cadastral mapping techniques and terminology; Knowledge of GIS software, tools, and applications including but not limited to Arc GIS, Arc Server, Arc SDE, MS Visio and applications of MS Office Suite; Hardware and software applications development methods, tools and utilities applicable to the GIS system; Principles and practices of GIS analysis and design; Ability to utilize programming/scripting languages including Python, Arc Py, and SQL; Interpersonal communication skills and principles of supervision.

Acceptable Experience and Training High School diploma or GED required; and Associates degree or higher in GIS, Computer Science, or related field and three (3) years to five (5) years related experience; Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work.
Special Qualifications Valid Idaho driver’s license; Experience with Arc GIS Server and GIS Implementation a plus; Arc GIS Professional Certification is required; Must successfully complete a background investigation. Design systems for the control and integration of fluid power systems, including technical drawings and schematics.
