Agency Description The First Judicial District of Pennsylvania (" FJD" ) is the Philadelphia County Court System and is composed of two courts: the Court of Common Pleas and the Municipal Court.
The mission of the FJD is to adjudicate cases and provide services to the community within our jurisdiction while ensuring fair, timely, and accessible justice to the people of Philadelphia. The FJD is part of the Unified Judicial System reporting in to the Pennsylvania Supreme Court of Pennsylvania. Job Description The employee in this position provides administrative oversight and supervises juvenile probation services in various geographical districts, special service, or functional
groups, and/or in policy and planning. This is an at-will position where the employee serves at the discretion of the Administrative Judge of the Family Division.
The employee in this class is responsible for probation field and institutional units and/or intake services at Philadelphia's Juvenile Justice Services Center. Work involves planning and participating in orientation and in-service training programs; ensuring professional performance of duties and compliance with established policies, procedures, and rules; overseeing resource development and utilization; and supervising professional and support staff. Work also includes recommending and participating in policy and regulation formulation.
This position reports directly to the Chief of Probation or another administrative superior. The employee is expected to exercise considerable independence and discretion in directing assigned office operations within established policies. Directs, evaluates, and coordinates juvenile probation services within several assigned units. Supervises, either directly or through subordinate supervisors, a moderate to large-sized probation staff. Holds conferences with unit supervisors and officers, either individually or in groups, for the purpose of evaluating the work of staff and to ensure uniformity of action. Reviews problematic probation cases. Reviews pre-sentence, pre-parole, interstate supervisory reports and monthly work analyses to determine staff and training needs, and to evaluate progress made in overcoming identified deficiencies; mediates labor issues.
Establishes program goals and priorities, recommends changes, participates in the formulation of new or revised agency policies and regulations, and implements new programs. Prepares position papers on probation issues affecting the court system. Provides aid to staff in establishing community treatment opportunities to rehabilitate probationers without detention. Prepares various reports and keeps statistics for judges, Chief Probation Officer, Deputy Chief Probation Officer, and agencies. Meets with judges and other court officials to resolve problems and informs officials of new developments.
Meets with officials of other agencies, both governmental and private, to develop improved services. Gives training and lectures to various organizations describing the probation program. Aids in preparing the annual budget and additional fund justification. Reviews work and rates job performance of employees; reviews ratings provided by subordinates. Coordinates the publication of policy and guidance manuals. Chairs regular staff meetings and ad hoc committees. Establishes branch training priorities. MARGINAL FUNCTIONS Aids probationers in filling out forms.
Schedules appointments with probationers. Performs related work as required. ENVIRONMENTAL CONDITIONS Standard courtroom conditions. Direct contact with diverse court clientele. Competencies, Knowledge, Skills and Abilities Thorough knowledge of probation casework procedures and practices, criminal court procedures, probation supervision principles and practices, major community social agencies and their ability to rehabilitate criminal offenders.
Thorough knowledge of applicable federal and state laws and regulations governing juvenile probation. Ability to train and direct a large staff of probation officers in effective work methods and the ability to develop improved casework techniques. Ability to establish and maintain effective working relationships with employees, local officials, agencies, and the public. Ability to prepare or supervise the preparation of reports and records. Thorough knowledge of CPCMS and JCMS applications. Ability to express ideas clearly and effectively, both orally and in writing.

Qualifications A bachelor's degree program from an accredited college or university with major course work in Social Work, Psychology, Criminal Justice, or one of the related behavioral sciences.
Ten years of increasingly responsible probation work experience and supervisory experience directing the operations of a major function within a probation department. A master's degree preferred. OR Equivalent combinations of training and experience which provide the characteristics required to perform the essential functions of the class may substitute for those listed. Completion of an evaluation and/or interview process after meeting minimum application standards. Ability to perform the essential functions and work in the environmental conditions required of a position in this class.
