Experience shall demonstrate: Analyzing and estimating extensive architectural/engineering alterations and modifications to existing facilities and new facilities. Development of detailed cost estimates for project under construction, either Design-Build or Design-Bid-Build. Experience required applying knowledge of construction task-based scheduling, productivity rates, and development of crews and task durations. Comprehensive knowledge of cost estimates, scheduling, and other required services in applying risk analysis concepts and their applicability to cost and schedule risk analysis. Performing Quality Control and Quality Assurance and reviews of complex cost estimates, monitoring design-to targets, conformance with criteria and contractual requirements, and accuracy of estimates reviewed at any stage of the project development.

Experience with the use of Autodesk software, Microsoft Office products, cost engineering software (MII) and other applicable Do D computer systems and software used by the Command. Experience in the use of Building Information Modeling (BIM), specifically Revit, is desirable. . Professional knowledge of cost engineering concepts, theories, principles, practices, and techniques necessary to plan, design, construct and maintain a wide range of shore-based engineering projects. A minimum of five (5) years of experience using Costworks and MII (Microcomputer Aided Cost Estimating System Second Generation) cost estimating software.

Ability and willingness to traverse construction jobsites. Preferred Qualification A bachelor’s degree from an accredited Architectural or Engineering college curriculum (four) 4-year degree minimum. HOW A SYSTEMS ENGINEER (PROJECT MANAGER) WILL MAKE AN IMPACT Position Duties and Responsibilities: Systems Engineer with Project Management experience is needed to provide overall project direction for the development, engineering, interfacing, integration,

and execution of awarded activities. Deliver Project Management/Integration support to awarded tasks under the User Facing and Data Services (UDS) contract adhering to community standards for Project Management to support the delivery, testing, analysis and deployment of new capabilities.

Perform continuous status analysis and reporting to ensure both customers, GPMO and UDS understanding of each project's transition status throughout the lifecycle. Develop plans for specific components of complex hardware/software systems to include: requirements elicitation and reviews, analysis and functional allocation, concepts of operation and interface specification, developing system architectures,

performing technical/non-technical backssment and management, as well as end-to-end workflow and process analysis working traditional waterfall, agile and hybrid projects.

The candidate will also engage with project stakeholders on a regular basis and work to deliver sound engineering solutions within the scope of the project. Maintains project related tools to include MS Project, JIRA and other information radiators for the teams, collaborates with clients or end users to understand project requirements, acts as a liaison between development teams and product management, ensuring that appropriate project process is made. Will work with multiple engineering teams and external partners and report successes, roadblocks and concerns on a weekly basis.

Other project/program related duties as assigned. WHAT YOU’LL NEED TO SUCCEED: Required Qualifications Documented experience with producing content using Project Management tools. Knowledge of the Agency and IC operations to include the IT enterprise. Excellent time management skills and the drive to work unsupervised or within teams.
