our State's most vulnerable residents by ensuring, among other things, that long-term care residents receive the treatment and care required by law; that patients admitted to a hospital receive care that complies with the licensing requirements; and that businesses licensed by the Department to provide care in a patient's home are qualified to provide the care needed.

The Attorney III will advise and support CDPH's CHCQ and will work primarily with CHCQ's Licensing and Certification (L&C) Program. The L&C Program is responsible for ensuring that health care facilities and certain health professionals are licensed, regulated, inspected, and/or certified to legally operate or work in California.

The Attorney III will work closely with the L&C Program on a wide variety of issues that may include citations for dangerous regulatory violations that occur in licensed skilled nursing facilities, such as untreated bed ulcers and avoidable falls that lead to severe injury or fatality, or administrative penalties against general acute care hospitals for regulatory violations such as sponges and other foreign objects left in patients, medication errors, or a failure to accurately monitor a patient for complications after surgery.

Additionally, the Attorney III may represent CHCQ in expedited informal hearings to enforce minimum staffing standards established in statute. The Attorney III

will also have a detailed and sophisticated understanding of and will keep up to date with applicable federal and state laws, such as federal and state privacy laws, bankruptcy, receiverships, professional licensure laws and regulations, and the Public Records Act, which will enable the Attorney III to provide legal and policy advice on administrative, procedural, and regulatory issues and projects that have significant impact on public health and health policy and/or have any political impact on the Department.

The Attorney III may also be called upon to review written materials or provide training and mentoring to other attorneys on the CHCQ OLS Team.

Finally, the Attorney III must be able to function reliably and independently, exercise discretion, work well under great pressure in politically sensitive situations, and complete the work required within strict time requirements and with minimal supervision. Foothill Regional Medical Center is a fully accredited acute care hospital, licensed for 177 beds—120 beds for general acute care, 15 intensive care beds and 42 pediatric sub-acute beds.

Our pediatric sub-acute unit, just one of six in California, serves patients from throughout the state. We care for patients up to 21 years of age who need long-term sub-acute care including ventilator care and nutritional support. Administers patient medications, including basic IV management, within scope of practice, and participates in treatments and

procedures in a safe, effective and age appropriate manner. Recognizes changes in patient conditions, taking appropriate action and documenting intervention. Uses knowledge of aseptic techniques in performance of treatments, such as sterile dressing, irrigation, and cauterizations.

Effectively collaborates with the health care team to intervene, and advocate for the safety of the patient, as necessary. Assists patient with hygiene, elimination, routine skin care, comfort measures and other Activities of Daily Living (ADL), in consideration of patient age, gender, culture and stated preferences, maintaining patient privacy and respect at all times. Maintains a clean & safe environment.

Ensures Infection Control procedures and HIPAA compliance. Performs assigned nursing duties for the safety, comfort and well-being of patients.

Accurately measures and records vital signs. Assists with patient care activities including specimen collection, turning and positioning, and patient transportation. Documents all activities as required. Empathizes with patient, expresses compassion and understanding for the situation and demonstrates care which is appropriate for the age, and cultural, religious, or ethnic background. Actively engages in caring behaviors, taking conscious ownership for work and takes deliberate/thoughtful actions regarding how to best carry out relationships with the patient, patients' support system and healthcare team.

Demonstrates appropriate use of independent judgement and decision making. Participates in planning, implementing and evaluating patient care, under the direct supervision of an RN/Physician. Participates in the development of long and short term goals consistent with treatment plans, standards of practice, and the plan of care. Consistently ensures nursing practice is within scope of licensure and compliant with hospital wide standards of nursing care. Minimum Education: Graduate of an Accredited School of Vocational Nursing or its equivalent required.

Minimum Experience: Ability to read, write and communicate effectively in English. Ability to work variable shifts including evenings, nights, weekends, and holidays. Ability to maintain flexibility and composure in a constantly changing environment. One (1) year of previous experience in a related setting preferred. Bilingual skills to communicate effectively with patients and families preferred. Req. Certification/Licensure: Active, current, and unencumbered Licensure as a Vocational Nurse in the State of California required. AHA Basic Life Support and IV Certification required.
