Project Overview Bechtel is designing, constructing, and commissioning the world’s largest radioactive waste treatment plant for the U. S. Department of Energy at the Hanford Site in southeastern Washington state. The Hanford Tank Waste Treatment and Immobilization Plant will use vitrification technology to process and solidify 56 million gallons (210 million liters) of radioactive and chemical waste stored at the Hanford
site, which is a byproduct of plutonium production during World War II and the Cold War era.
Position Summary In jobsite applications, is responsible for material management functions and the receipt, storage, custody, and issue of consumables, tools, bulks, spares, equipment, and permanent plant materials to be used in construction. Oversees materials management records and documentation, and Bechtel Procurement System (BPS) data entry relating to receiving, inventory management, and material issuing. Also responsible for Traffic and Logistics, Receiving Inspection, and Government Property administration. This position will be based at the on-site warehouse and classified as a non-teleworking position.
Responsibilities Directs the physical count and inspection of arriving material. Oversees the preparation of purchase order reviewing documentation including commercial invoices, reviewing packing lists and bills of lading for completeness and accuracy. Reviews Material Receiving Reports (MRRs) for completeness, accuracy, and timeliness. Continually audits BPS data for accuracy and timeliness, generates reports and graphs to illustrate metrics. Ensures documentation to record unsatisfactory over, short, and damage conditions of material received; ensures that corrective action is expeditiously completed and that formal Unsatisfactory, Over, Short & Damaged Reports are prepared for permanent record.
Ensures that material is stored in accordance with the project procurement storage plan and that the location of material in storage is properly recorded on the appropriate storage records (manually or automated). Reviews the accomplishment of physical inventories on a timely basis to ensure valid records are continuously maintained. Participates in the project materials protection program in conjunction with other responsible groups within the project organization.
Maintains custody of project materials. Disposes of surplus project materials as approved by project management and directed by Field Procurement Management. Prepares shipping documents and registers for materials shipped off temporary operating and jobsite locations. Develops individual jobsite instructions for performance of work within area of responsibility. Ensures that control registers are prepared and maintained for industrial gas bottles and returnable reels and containers. Responsible for the preparation of construction equipment inspection reports for all rental equipment.
Responsible for the preparation and maintenance of the construction equipment register. Responsible for the preparation and maintenance of Inventory Control Records (manual and automated). Supports the administration and implementation of the property control programs. Completes tasks required by the Government Property Management Manual, compliance with applicable regulatory requirements and property records management systems. Performs additional duties as needed to ensure compliance with the approved Property Management System. Performs other duties as assigned in the Materials Management Department.
Qualifications and Skills Basic Qualifications Bachelor’s degree from an accredited college or university in Supply Chain, Business, Engineering or Construction Management, and 3+ years of progressive related experience including but not limited to Procurement preferably in an engineering, procurement, and construction environment. Position Summay The Senior Rigging Engineer is based to Bechtel Equipment Operations, Inc. reports to Project Maintenance Mechanical Handling Team Manager and is responsible for the development, implementation, and compliance of rigging plans and engineering calculations associated with hoisting and rigging requirements established by the WTCC Hoisting and Rigging Program for WTCC.
This position may also perform other general engineering duties/tasks in support of the DFLAW Facilities and mission. This position will be based in WTCC project at Hanford site at Washington state. Responsibilities Maintaining knowledge and proficiency in the creating of Lift Plans and associated field-implementing documentation of hoisting and rigging requirements in accordance with the WTCC Hoisting and Rigging Program and the Hanford Site Hoisting and Rigging Manual (DOE/RL-92-36) to support Commissioning, Operations, and Maintenance activities.
Understanding the applicability of requirements for the Hoisting and Rigging Program. Ensuring Hoisting and Rigging Program field requirements (e. g. Lift Plans, Rigging Calculations, Soil Compaction, Swing/Load Charts) are appropriately prepared, reviewed, and approved. May assist the Hoisting and Rigging Program SME in the continual development of program and training elements. May assist the Hoisting and Rigging Program SME in the performance of backssments/surveillances of performance of the processes that implement the program.
Assist the Mechanical Handling Team with the identification/development of scopes of work. Assist with the processes of technical changes to activity level work documents, including reviews of changes and impacts to hoisting and rigging work. May assist the Hoisting and Rigging Program SME by participating in the development and delivery of training necessary for continual improvements to the Hoisting and Rigging Program. Identifying and implementing actions to promote improvement, resolve issues, and correct deficiencies in the implementation of the Hoisting and Rigging Program.
Providing input and concurrence on project hoisting and rigging activities. Reviewing structural calculations of lift points or lifting devices to determine compliance to applicable standards – determine when an RPE or a graduate of an accredited college or university is required, identification of standards (ASME; BTH-1, Design of Below-the-Hook Lifting Devices; AISC; others), stress levels and factor of safety for types of stress (compression, tension, shear and load combinations), design media review process, identification of various types of materials and environmental effects.
Experience with calculating slings and rigging hardware loading and effects on capacity – calculating sling loading using trigonometry, moment magnification factors on lifting attachments, forces and moments on lifting attachments and BTH lifters, cause of sling failures, types of sling protectors, sling cut protection and edge effects on slings, code requirements for “adequate” protection, D to d ratio. Load weight calculations – weight estimates, contingencies for estimates, load impact factors for various types of hoisting equipment, potential hold up of liquid, and load factors.
Calculating load center of gravity – calculating moments to determine center of gravity, potential danger of moving loads, potential danger of rotating loads and center of gravity lifting, the use of running blocks. Capable of determining pick points (lifting attachments) – design criteria for lifting attachments, custom designed or ASME B30.26, Rigging Hardware, type of lifting attachment, center of gravity and resulting load vectors to calculate stresses, qualification of lift points by analysis, qualification by inspection and load testing.
Experience with multiple crane lifts and lift planning. Experience with load test planning and implementation for cranes, hoists, and equipment. Familiarity with ground bearing pressure calculations and soil stability factors. Familiarity with mobile crane load charts, setup (assembly/disassembly), ground loading, and collapse zones. Familiarity with freight container lifting, metallurgical fracture limits, pin to hole diameter and effects on capacity. Monitors compliance of rigging operations with approved rigging plans and applicable codes.
Serves as a point of contact for preparation of lift and haul plans. S elects crane(s), lifting hardware, and equipment necessary for safe work execution of medium, heavy, and critical lifts. Must be able to obtain a Department of Energy badge for access to the Hanford Site. Must possess the right to work and remain in the US without sponsorship. Preferred Qualifications Bachelor’s degree in Civil/Structural, Industrial, or Mechanical Engineering, or science, and minimum of 9 years of experience in hoisting and rigging under the Hanford Site Hoisting and Rigging Manual (DOE/RL-92-36) at the Hanford Site, DOE 1090, or other DOE Complex experience, with emphasis in rigging calculations, or in lieu of degree, a minimum of 15 years of experience in hoisting and rigging under the Hanford Site Hoisting and Rigging Manual (DOE/RL-92-36) at the Hanford Site, DOE 1090, or other DOE Complex experience, with emphasis in rigging calculations.
Previous Bechtel Certified Rigging Engineer experience is preferred. Department of Energy, NRC, or Naval Nuclear Propulsion Program experience highly desired. Active participation on an ASME B30 or NCCCO council(s) is preferred. Registered Professional Engineer is preferred. An advanced broad based theoretical knowledge in lifting/hauling equipment and techniques. Advanced knowledge of applicable codes and legislation: the candidate is required to be fully knowledgeable and familiar with the legislation and code applying to lifting devices, rigging and heavy haul transport operations.
An intermediate ability in structural design as it relates to lifting equipment and basic structures. An advanced understanding of soil mechanics as it relates to lifting equipment and advanced ability in matting design to distribute crane loads into the ground.
