MAJOR DUTIES Provides overall executive level leadership, direction, and oversight to the Public Works Department and employees Directs the department’s streets, street light utility, solid waste utility, meter reading, sewer line maintenance, waterline maintenance, cemetery, grounds maintenance, forestry, and fleet management operations.

Coordinates the work of contractors and vendors; ensures compliance with city specifications and codes. Develops and implements short- and long-term capital improvement budgets; manages capital improvement projects. Coordinates with Engineering and Finance staff on long-term capital projects. Develops equipment,

project, and supplier bid specifications. Develops and oversees Public Works budgets; tracks and controls expenditures. Hires, trains, supervises, assigns, directs, evaluates, and disciplines personnel.

Prepares or directs the preparation of a variety of regular and special reports. Coordinates with other government agencies, including emergency services, as needed. Performs other duties as assigned. KNOWLEDGE REQUIRED BY THE POSITION Knowledge of public works management principles. Knowledge of budget development and management principles. These guidelines require judgment, selection, and interpretation in application. This position develops department guidelines. COMPLEXITY/SCOPE OF WORK The work consists of varied management, supervisory, and technical duties. The variety and complexity of public works services contributes to the complexity of the position. The purpose of this position is to direct the city’s public works operations. Successful performance helps ensure the effective and efficient operation of the department and affects the quality of life for the general public.

PHYSICAL DEMANDS/ WORK ENVIRONMENT The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, stooping, or walking. The employee occasionally lifts light and heavy objects, distinguishes between shades of color, and utilizes the sense of smell. The work is typically performed in an office and outdoors, occasionally in cold or inclement weather. The employee is exposed to dust, dirt, grease, and machinery with moving parts. Work requires the use of protective gloves such as masks, goggles, gloves, etc.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY This position has direct supervision over the Assistant Public Works Director, Street/Landfill Maintenance Superintendent, Utility Maintenance Superintendent, Grounds Maintenance Superintendent, and Administrative Assistant. MINIMUM QUALIFICATIONS Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to the occupational field. Experience sufficient to thoroughly understand the diverse objectives and functions of the subunits in the division/department in order to direct and coordinate work within the division/department, usually interpreted to require three to five years of related experience.

Preference for progressive experience or training in civil engineering, infrastructure planning, public works administrative leadership, utility company administrative leadership, construction management, or resource management. Possession of or ability to readily obtain a valid driver’s license issued by the State of North Dakota for the type of vehicle or equipment operated. Job Purpose/Summary: Installs, repairs, and maintains diesel engines and HAZMAT tankers. General maintenance as required. Job Responsibilities Responsible for maintenance and repairs on transport trucks, trailers and pickups. Participate in on-call rotation schedule. Ensure proper D. O. T.

state inspection and insurance papers are included in the cab data book. May operate fork lift and company assigned pickup. Familiar with all safety procedures for working with electricity, engines, compressors and material safety data sheets for related materials.

Perform brake jobs, troubleshooting, electrical problems, and inspect equipment (turbo, engine, a/c, all electrical). Perform state truck and trailer inspections. with paperwork, inspection compliance and records keeping. Work independently and able to initiate and manage outside repairs.

Assist in scheduling trucks for maintenance and inspections. Assist in maintaining Safety Data Sheets. Work under indirect and occasional supervision. May occasionally lead and train other mechanics. Fill in for the lead mechanic when needed. Other duties and responsibilities as assigned by the supervisor. Demonstrate a positive impact by promoting safety in decisions and actions. Knowledge, Skills, and Experience Required: High school diploma or equivalent. Minimum of 3 years of experience. Intermediate mechanical aptitude and familiarity with diesel and gasoline engines, electronics and testing equipment.

Basic math skills required to take measurements, change speedometers, read manuals and perform service work. Applicable safety training, licenses and certifications for the job assignment. Must have own tools (Tool Allowance provided). Must have and maintain a valid Class C operator driver’s license to operate company pickup trucks; CDL license is preferred.
