Guard (ARNG). The purpose of this position is to provide technical expertise and guidance for all military personnel assigned in the State, and oversees the functions of one of the following human resource programs: Officer Personnel Management (OPM), Enlisted Personnel Management (EPM), Personnel Systems, SIDPERS Interface Branch (SIB), or the Personnel Services Section.

Serves as an advisor to commanders on assigned unit human resources (HR) program. Interprets policy and provides procedural guidance to commanders, supervisors, staff members and individual military members. Provides training to supervisors and guidance and assistance to military members on program for which assigned.

Participates in Soldier Readiness Processing (SRP) and unit mobilizations and de-mobilizations. Reviews, evaluates, and interprets regulatory guidance, policies, and procedures applicable to military personnel programs and provides guidance to all users.

Drafts and implements State policy based on the aforementioned policies. Publishes guidance to enhance and simplify completion and submission of personnel actions. Conducts command inspections, staff visits and trains personnel within the unit in all programs for which responsible. Responsible for and oversees the direction of the EPM/OPM or Incentives program and functions as the technical expert. Determines the methods and procedures

for conducting military career guidance and counseling to ensure officer or enlisted personnel have an optimal and established career pattern.

Provides direction, information, and/or counseling to MILPO staff and commanders of Major Army Command (MACOMM) through unit commanders, supervisors, as well as individual military members as required. Provides information and ensures regulatory compliance regarding area of responsibility which may include, but is not limited to: accessions, appointments, assignments, reassignments, transfers, promotions, Selected Reserve Incentive Program (SRIP), discharges, separations, retirements, Officer Evaluation Reports (OER) Non-Commissioned Officer Evaluation Reports (NCOER), awarding of Area of Concentration (AOC), Functional Areas (FA), Additional Skill Identifiers (ASI), Special Qualification Identifiers (SQI), Military Occupational Specialty (MOS) identifiers (primary or secondary), Stop Loss programs, and National Guard Bureau (NGB) waivers, casualty assistance, and requests for retention beyond mandatory removal date.

Responsible for and oversees the direction of SIDPERS and internal/external interfaces, and functions as the technical expert. Responsible for and ensures the timely and accurate processing of submitted military personnel actions.

Manages a control log to maintain document control and an audit trail of all transactions received and dispersed in SIDPERS. Notifies units and higher echelons of rejected or incomplete transaction/documentation, necessary steps or processes required to resolve the problem, and maintains a database for tracking and suspension of submissions for identification of trends and problems. Identifies problem areas in the types of submissions (based on rejects/incomplete documentation), the locations where training is needed, and creates and provides training material.

Responsible for and oversees the direction of the Personnel Services Section and functions as the technical expert. Oversees the performance of document handling, records maintenance, and the Integrated Personnel Electronic Records Management System (i PERMS). Directs staff in performance of periodic record reviews and inventories to ensure total record accountability. Establishes access control lists to restrict unauthorized personnel from gaining access to personnel files other than their own or for those they are responsible for. MECHANIC - Level I of this position is the entry level job in the Station Maintenance Mechanic apprentice training program. The apprentice training program requires a minimum of five years to complete. It includes extensive on-the-job training and study, some of which must be completed outside of work hours.

SUMMARY - JOURNEYMAN STATION MAINTENANCE MECHANIC - Under the general supervision of the Station Maintenance Supervisor, the Journeyman Station Maintenance Mechanic is responsible for projects related to the maintenance and construction of WFEC facilities, including substations, switch stations, communications sites and buildings and grounds of the headquarters' campus and outpost line crews.

ESSENTIAL DUTIES AND RESPONSIBILITIES - APPRENTICE STATION MAINTENANCE MECHANIC Makes satisfactory progress in the education and on-the-job training requirements of the apprentice training program. Safely operates and maintains in good repair, light equipment such as back-hoes,

skid loaders, trenchers, tractors and implements. Assists Journeyman in performing welding, including thermal welding, in maintenance and construction duties.

Assists Journeyman in pouring concrete foundations, footings, and floors to include building and setting forms, cutting and tying rebar, and pouring and finishing concrete. Assists Journeyman in safely installing grounding systems in substations, switch stations, and communications sites. Assists Journeyman in performing general maintenance, remodel, construction, and repairs of facilities and equipment to include plumbing, carpentry, electrical wiring and lighting, and heating and air conditioning work.

Assists Journeyman in performing general landscape and yard maintenance including performance and documentation of herbicide application and maintenance and repair of equipment such as small tractors, zero-turn mowers, edger's, blowers, weed eaters, sprinkler systems and small engine repair and upkeep. Assists Journeyman in performing maintenance, testing, and troubleshooting on DC electrical systems including batteries and battery chargers. Assists Journeyman in performing maintenance on communications towers and antenna systems, which will require the apprentice to climb the towers.

Assists Journeyman in performing gravel and dirt work including leveling to grade in and around energized electrical substation sites. Keeps equipment, vehicles, and work environment in a clean, safe, and orderly condition. ESSENTIAL DUTIES AND RESPONSIBILITIES - JOURNEYMAN STATION MAINTENANCE MECHANIC include the following. Other duties may be assigned. Completes safe and proper installation, maintenance, and repair of all components and systems within area of responsibility for substation, switch station, and communications sites. Performs maintenance activities on communication and station equipment, including communications towers, tower lighting systems, VHF, UHF, microwave antenna systems, battery systems, and grounding systems.

Performs activities related to the construction of new communications sites and electrical stations, as well as upgrades to existing sites and equipment, including proper installation and commissioning of new and replacement equipment to ensure compliance with all applicable standards. Maintains working knowledge of Federal Communications commission (FCC), Federal Aviation Administration (FAA) and National Electric Reliability Corporation (NERC) rules and regulations regarding area of responsibility.

Directs and/or oversees contractor work to ensure installation, configuration and testing of equipment or related components adheres to WFEC standards and applicable FCC, FAA, and NERC requirements. Manages and keeps current all activities and records associated with maintenance and testing of equipment and systems within area of responsibility as regulated by FCC, FAA, and NERC. Safely operates and maintains in good repair light equipment such as backhoe, trencher, tractor, and trucks to fulfill position duties. Maintains vehicles, tools, equipment and working environment in a clean, safe, and orderly condition.

Performs welding, including thermal welding, in maintenance and construction duties. Works with and near high voltages in a safe manner, at times in adverse weather conditions. Pours concrete foundations, footings, and floors to include building and setting forms, cutting, and tying rebar, and pouring and finishing concrete. Supports all functions within the work group by planning, organizing, and coordinating assigned work with member cooperatives, contractors, and internal WFEC groups. Performs gravel and dirt work and leveling to grade in and around station sites.

Construction, maintenance, or operation of an electrical distribution or transmission system. General construction or building experience including welding, plumbing, carpentry, electrical wiring, heating and air conditioning, and concrete work. Previous schools or training (including military) related to the construction or electrical industry. Working at heights up to or above 450 feet. Incumbents may begin their apprenticeship at levels higher than level I based on additional applicable experience.

Education and Experience - JOURNEYMAN STATION MAINTENANCE MECHANIC: Must have completed the apprentice training program and have a minimum of five (05) years' experience in the following: Operation/use of various tools and light and/or heavy equipment. Construction, maintenance, and/or operation of an electrical distribution or transmission system. General construction or building experience (welding, plumbing, carpentry, electrical wiring, heating/air conditioning, and concrete work). Working at heights up to or above 450 feet.

CERTIFICATES, LICENSES, REGISTRATIONS: This job requires the incumbent to acquire and maintain a Commercial Driver's License (CDL) and be a qualified driver under current Department of Transportation rules and regulations. Within one (1) year of employment in this position, the incumbent must also acquire an OKVMA Applicators License and certification in Tower Climbing Safety and Rescue.

WORK SCHEDULE REQUIREMENTS: This job requires extensive overnight travel. Incumbent must live within a thirty-mile radius of specified base work location. Incumbent must be willing to work overtime, weekends and holidays and travel on short notice. and plant maintenance using welding tools such as grinder, wire brushing, cutting torch or cutting disc. Fabricate necessary parts using welding machine or oxy-acetylene torch.

Must lift varying weights occasionally, up to 100 lbs. Properly follow all company policies and OSHA/MSHA regulations for safe working procedures and environment. Wear personal protective equipment (PPE) in designated operations and production areas as stated by OSHA and/or MSHA. Follow directions of Foreman as to daily tasks and expectations for each specific project or jobsite. Perform minor servicing and maintenance of welding equipment and supplies such as hand, power, and hydraulic tools. Perform daily pre-and-post

inspections of the Weld Shop with appropriate documentation in compliance with company policies.

Assembles, sets up, adjusts, maintains, and repairs all types of crushing, conveying, screening and washing equipment. Will be required to change bearings, conveyor idlers, screens, headpulleys, tailpulleys, install and splice conveyor belts and make any other repairs as be needed. Use of tools such as wrench, screwdriver, hammer, saw, file/raps, drift pin, pry bar, sledge hammer, hoist, jack grinder, paint sprayer, press, cutting torch, pneumatic wrench and impact tools, gauges and measuring devices. Will be required to perform other tasks and jobs as needed on a daily basis to assure the safe and efficient operation of the quarry.
