service. About the Position: This position serves as a Supervisory Environmental Engineer for the U. S. Army Chemical Materials Activity located in in Pueblo CO Duties As Chief of Environmental Management, is responsible for total environmental management and compliance at Pueblo Chemical Depot (PCD), to include developing policies and plans needed to carry out assigned environmental operations.

Manages and administers the numerous and diverse environmental management programs and ensures PCD compliance with laws and regulations through use of training, compliance inspections, reviews, and assistance. Maintains proper surveillance of hazardous waste operations for permitted or regulated

facilities. Prepares or reviews National Environmental Policy Act documentation for all depot functions. Performs the full range of supervisory responsibilities for government personnel (PCD and liaison employee from US Fish and Wildlife Service (FWS) and contract employees.

Advises, counsels, or instructs individual employees on both technical and administrative matters. Manages and concludes actions to achieve specified goals and objectives of environmental restoration and compliance. Management of engineering or technical work involving hazardous waste management programs or projects such as movement, containerization, storage, identification, record-keeping, emergency response, treatment,

and disposition of hazardous waste. Approves Record of Environmental Consideration documents, and reviews Environmental backssments and Environmental Impact.

Provides for all public meeting and public comment requirements. Responsible for managing, directing, planning, and controlling all parts of the environmental program designed to achieve, maintain, or exceed compliance with federal, state, and local pollution control laws and regulations environmental programs. Requirements Conditions of Employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. Must successfully complete training in hazardous waste management procedures within six months after the date of appointment to this position, and shall not work in unsupervised situations until these training requirements have been met.

Incumbent must also participate in an annual review of this training. Incumbent is required to submit a Financial Disclosure Statement, OGE-450, and/or a Personnel Confidential Financial Disclosure Report upon entering the position and annually. Must be able to obtain and maintain a Secret Security Clearance. One-year supervisory probationary period required. Qualifications Who May Apply: US Citizens In order to qualify, you must meet the education and/or requirements described below.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e. g. Peace Corps, Ameri Corps) and other organizations (e. g. professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Additional information about transcripts is. Basic Requirements for the Supervisory Environmental Engineer: Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR Combination of Education and Experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.

The adequacy of such background must be demonstrated by one of the following:1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e. g. State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration.

For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A.

The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e. g. engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.

Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e. g. in interdisciplinary positions. (The above examples of related curricula are not all-inclusive. ) In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of demonstrated experience overseeing or managing environmental management and compliance program to include: (1) developing policies and plans needed to carry out assigned environmental operations; (2) responsible for managing, directing, planning, and controlling all parts of the environmental program; (3) facilitating environmental cleanup and compliance; (4) supporting all Base Realignment and Closure (BRAC) efforts; AND (5) preparing engineering and support cost estimates to achieve the goals of the master plan.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Project Overview The Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP) will safely destroy 2,611 tons of mustard agent in mortar rounds and artillery projectiles stored at the U. S. Army Pueblo Chemical Depot (PCD) approximately 25 miles from Pueblo, Colorado. Neutralization followed by biotreatment is the technology selected by the Department of Defense to destroy the Pueblo chemical weapons stockpile. The PCAPP plant began the

operations and munition destruction phase as of September 2016. Candidates for unescorted access to the Chemical Limited Area must successfully clear National Agency Check with Local Check (NACLC).

All employees are subject and agree to random drug and alcohol testing as a condition of employment. Must be physically fit and able to work safely at an operating plant. Eligible applicants must be a US Citizen and successfully go through a government screening process. Position Summary The Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP) is looking for a Senior Electrical Engineer at the Pueblo, CO location.

This position will report to the Design Assistant Project Engineer at the PCAPP project and will be responsible for producing design in support of modifications to an operating process facility. The Senior Electrical Engineer will be responsible for coordinating extensively with other engineering disciplines as well as other departments on the project in order to independently produce quality deliverables within a set schedule. He or she is expected to provide informed code interpretation to support various parts of the plant, and to present design options to management for approval.

This is a short-term assignment with a 4-10s schedule. The work hours are from 7:00am – 5:30pm Monday – Thursday. This position may require additional overtime hours as deemed necessary. Principle responsibilities include, but are not limited to Evaluates, selects, and applies standard engineering methods, techniques, procedures and criteria, using independent judgment with limited oversight. Performs electrical engineering design, including the development of single line diagrams, panel schedules, schematics, connection diagrams, load lists, etc.

Leads multi-disciplinary design teams on projects of moderate complexity. Develops material requisitions and specifications for non-standard equipment and bills of material for off-the-shelf equipment and components. Properly interprets and applies codes & standards and customer design requirements, for the preparation of electrical design documents, specifications, material requisitions and system descriptions related to design tasks. Conducts document and design checking as required. Demonstrates leadership qualities with emphasis on continuous improvement and team building, and interpersonal communication skills.

Provides guidance on engineering methods, techniques, procedures, and criteria to expand the skillsets of peers. Participates in and fosters a work environment that is based upon openness, trust, communication, teamwork, empowerment, innovation, and satisfaction. Day to day responsibilities may include support to: operations, maintenance, operations support, acquisitions, safety, and/or quality. Qualifications and Skills Basic Qualifications BS degree in Electrical Engineering from a US accredited institution with 6 years of relevant experience, or in lieu of a degree, 12 years of Electrical Engineering experience is required.

Must be a United States citizen (dual citizenship will be subjected to project’s approval). Must be able to obtain and maintain any security clearances required for this position according to Army Regulation 50-6 (Chemical Surety). Minimum Qualifications Must be physically fit and able to work safely at a construction site. Must be able to work a flexible schedule and/or additional working hours during Key Project initiative time periods. Must have a strong understanding of engineering discipline drawings and system calculations such as short circuit and load-flow.

Ability to size equipment and perform cable sizing calculations. Experience with Microsoft office programs, VISIO, and other common computer programs. Extensive knowledge and application of NEC code and ANSI/IEEE Standards. Extensive knowledge on electrical systems, schematics and electrical equipment layouts. Excellent listening, oral and written communication, planning and organizational skills. Preferred Qualifications Experience working on a Department of Defense project. Experience with the SETROUTE program. Field experience supporting installation or troubleshooting of installed and operating equipment/components.
