Support the government in fulfilling its responsibilities identified in ICD 203 to " confirm and direct the application of [the] Analytic Standards by IC elements in analytic intelligence products" " Conduct an IC-wide program of periodic review and evaluation of analytic intelligence products" " assist IC elements in effective application of the Analytic Standards"

and " oversee analytic product evaluation programs in individual IC elements to ensure standards and practices are compatible with the IC-wide program, " and Support the government in meeting its commitment to EO 13985 and the ODNI Equity Action Plan's mandate to identify and mitigate intelligence officer bias on issues of equity.

Preparation of findings of product evaluations and observations on IC performance for reporting to Congress and IC elements. Scheduling, attendance at, and drafting notes in support of, government-led interagency engagements on analytic tradecraft, product evaluations, product quality, and equity¬ related issues in intelligence products.

Scheduling, attendance at, and drafting notes in support of the Analytic Consumer Interview Program (ACIP) for identified focus areas. Development of lessons learned, and identification of exemplary products for use by, IC elements in training. Assistance in execution of tradecraft calibration exercises between IC agencies. Assistance in development of foundational ICD 203 training and job aids. Assistance in the survey of finished analysis to define, identify, evaluate, and mitigate equity-related bias in finished intelligence. Basic Qualifications Active TS/SCI with polygraph.

Safeguard government property and technologies against such threats as unlawful entry, sabotage, espionage, theft, accidental or willful damage, and destruction on installations. Support the overall installation Antiterrorism/Force Protection capability by providing emergency base closure, active shooter response, and physical security emergency response to all hazardous disasters. Authenticate identification

through the use of electronic Personnel Access Control Systems (e PACS), identification cards, badges, biometric automated records, verbal questioning, and other means.

Implement contingency plans and execute crowd control in situations that may become violent or unruly as a result of planned or impromptu demonstrations. Operate and perform research queries on National Crime Information Center (NCIC) workstation terminals. Regulate pedestrian and vehicular traffic to prevent accidents and to ease congestion and parking problems. Requirements Conditions of Employment This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security

clearance or access for the duration of employment. A background investigation and credit check are required.

Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights. Incumbent must be able to obtain and sustain state certification for operating the National Crime Information Center (NCIC) terminals. Shift work is required, or a change in work shift may be necessary. Hours of work encompass fluctuating tours of duty to include evenings, nights, weekends and holidays. Overtime may be required as directed and is subject to recall for periods of emergency overtime. Incumbent must be proficient in the use of assigned firearms/weapons, pass an initial qualification, and must qualify semi-annually thereafter in the use of assigned firearms/weapons. Incumbent must undergo and pass annual medical exams of physical, emotional and mental stability.

Standard for medical exams are prescribed in AR 190-56 " The Army Civilian Police and Security Guard Program" Incumbent must successfully complete security guard training. Employee must be trained and maintain current required certifications in Cardiopulmonary Resuscitation (CPR) techniques and must know first aid. May act as a first responder in a medical emergency. Incumbent may be required to wear chemical protection masks, gloves, and other protective equipment, and may be required to be certified in the use of aerosol irritants and baton. Incumbent will be required to maintain physical conditioning and pass an annual physical agility test (PAT).

Failure to meet the standards after the second attempt within a ninety-day period will result in separation. Incumbent must be fully qualified to operate a government vehicle. Must possess or obtain and maintain a valid state driver's license. Loss of license may result in removal from the position. Incumbent must wear the Department of the Army Security Guard (DASG) uniform in accordance with AR 190-56, maintain a high state of appearance and hygiene. Employee must obtain and maintain applicable certifications in operating various electronic equipment and sensors.

Incumbent must not have any medical condition that precludes the wearing of a chemical protective mask and over garments. Employee must be able to perform as a member of the installation's overall security response capability. The duties and training required require for the employee to carry and deploy a riot baton, carry a protective shield and employ non-lethal ammunitions if necessary. They may collaborate with the Cyber Services Lead IV to ensure successful implementation and execution of agency-specific Information Security Programs supporting and leveraging a multi-tenant, multi-agency Security Operations Center (SOC) environment. They advise and recommend

Agency-specific security controls and practices and head the technical teams responsible for security compliance, maintenance of security infrastructure, and detection of and response to security incidents.

The position reports to the Cyber Services Lead IV and covers additional duties as assigned. The Program Chief Information Security Officer (CISO) IV is a senior role managing all aspects of cybersecurity for an enterprise program. The Program Chief Information Security Officer (CISO) IV supervises and mentors subordinate project and Team Man Tech staff. Basic Qualifications: Do D 8570.01-m IAT Level II Certification. Current/ active Project Management Institute (PMI) Project Management Professional certification.

7 years of position-specific relevant experience. Bachelor's degree in IT Management, Computer Science, or related STEM discipline from an accredited institution recognized by the U. S. Department of Education for Higher Education Accreditation (CHEA) or equivalent combination of education and experience in IT Security. At least one standard security certification (CISSP, CISM, CEH, CCISO, etc. ). 10 years of enterprise information security experience demonstrating working knowledge of the eight security domains as described by the International Information Security Systems Security Certification Consortium (ISC2) and proficiency in at least two of the eight domains.

Expertise in writing, maintaining, and overseeing information security (IS) policies and IT security program(s). Experience managing security related personnel to quickly detect and mitigate security incidents. Experience identifying and developing security related performance metrics to effectively manage people and systems. Exceptional communication skills with the ability to explain complex security concepts to non-technical executive stakeholders.

Preferred Qualifications: Do D 8570.01-m IASAE Level III Certification (ISC2 CISSP-ISSAP, CISSP-ISSEP or CISSP-ISSMP). Master’s degree in Cybersecurity, Computer Engineering, Computer Science, or other closely related IT discipline. Additional certifications, such as a CEH, GCIH, GCIA, GPEN. Experience with Service Now, Microsoft Tech Center, or Jira ticketing systems. Clearance Requirements: The ability to obtain and maintain a TS/SCI Eligible Clearance is required prior to starting this position. Must be a US Citizen. Physical Requirements: The person in this position must be able to remain in a stationary position 50% of the time.

Occasionally move about inside the office to access file cabinets, office machinery, or to communicate with co-workers, management, and customers, via email, phone, and or virtual communication, which may involve delivering presentations.
