Designs and writes program specifications and code for complex distributed systems enhancements and new web application development. Utilizes various languages and technologies including, but not limited to: Object-oriented (OO) programming languages,NET (framework and core), ASP. NET, C#. NET, MVC or MVVM patterns, entity framework, HTML 5, CSS, Bootstrap, JQuery/Java Script, SQL Server, Access, and Share Point.
Prepares testing plans, test scripts, and test data for new or modified applications. Writes and tests complex routines. Revises and implements testing modules and applies appropriate analysis techniques. Applies and evaluates various development tools to successfully perform assigned functions by performing program analysis, coding, testing and implementation. 30% Performs technical and advisory tasks in the areas of design, construction, and maintenance of applications: Contacts agency users in the planning and designing of new distributed development.
Interprets application techniques to users and provides technical support to users and user groups. Conducts feasibility studies for system conversions and enhancements. 15% Interviews and consults with users on distributed- and web-based data processing needs and technical studies. Makes recommendations regarding changes and design of new applications. 5% Maintains, analyzes, recommends, and enhances new procedures and techniques to improve the supported application systems: Develops procedures in accordance with the Illinois Web Accessibility Standards. Performs advisory functions in the development of distributed systems, coordinating design and maintenance.
5% Serves as a resource and contact for users of the web systems, other technical staff, and the ISP help desk personnel: Provides support to ensure operational status of systems environments, interfaces, data structures, and other architectural aspects to ensure cohesiveness, effectiveness and responsiveness at all times Monitors applications, answers questions, and responds to emergency requests when problems arise. 5% Provides guidance and training to lower-level staff on the proper programming techniques, applications, documentation, standards, and requirements.
