monitors, evaluates, and provides oversight of program delivery by TAP network partners to ensure quality outcomes. Works with the TAP Director to determine program evaluation needs of the TAP network and implements procedures and timelines to meet the needs.

Uses best practices or relevant literature to guide the evaluation plan. Draws on a variety of evaluation instruments and procedures. Works with network partners to identify program specific indicators of quality programming and provides feedback to ensure quality outcomes. Develops and implements data collection tools, including protocols and procedures. Conducts data analysis activities to prepare program evaluation reports for

the state of Illinois quarterly. Makes clinically based visits to TAP network partners to monitor and ensure the quality of services provided. Responsible for training and education for the program.

In this role, plans and facilitates expert-led trainings, creates professional training content, and provides autism specific trainings throughout the state on behalf of the program. Assists with Hope’s Communications team to provide content for the TAP Newsletter, website, and social media. Plans, coordinates, and facilitates programmatic work group participation for the TAP network partners. Gathers and disseminates information on best practices regarding the backssment and treatment of

autism throughout the network. Active participant in TAP meetings and events as assigned.

15% Travel and evening hours may be required. Position Requirements: Employee must hold a master’s degree in social services, human relations, or related field. Employee must have advanced knowledge of evidence-based best practices in the diagnosis and treatment of autism. Employee must have extensive knowledge of autism resources and services. Employee must have superior communication skills and professional demeanor. Employee must have the ability to elicit cooperation and maintain productive working relationships with internal and external stakeholders. Employee must demonstrate success in working with multiple groups to promote network development.

Employee must have excellent presentation skills with an ability to represent the program. Employee must understand concepts, practices, and procedures of non-profit, social service, educational and health care sectors. Employee must be capable to work in a high energy environment. Employee must have the ability to self-motivate and work independently. Employee must be detail oriented and able to handle multiple complex tasks or assignments, consistently producing high quality work. Employee must demonstrate sound judgement, problem-solving, and flexibility.

Employee must recognize and accommodate cultural differences and diversity. Employee must consistently demonstrate behavior in alignment with the organization’s core values. Employee demonstrates good attendance and will use designated benefit time (sick, PTO, personal), not exceeding the provided days. Employee must have the ability to independently travel extensively throughout Illinois. Employee must have knowledge of the grant process at the state level. Marginal Functions: Assumes responsibility as a mandated reporter concerning incidents of alleged abuse or neglect of individuals served by Hope, as outlined in our agency’s policies and procedures.

Performs all other duties as required or assigned. Working Conditions: Work is performed in indoor settings in a typical office climate. Travel is a requirement of the position therefore driving or procuring alternative transport is required. Overnight accommodations are provided. Preferred Qualifications: At least 4 years’ experience working in a social service or non-profit organization. Knowledge of grant writing, management, and GATA requirements. Physical & Basic Requirements: Must be able to understand and execute detailed communication about the grant.

Must be able to use technology to communicate with others, collect data and any required documentation. Must be able to use the Zoom platform as a way to facilitate meetings and webinars. Must maintain a professional appearance aligned with the organization’s dress code, but also with hygiene and grooming. Posting Identification Number Position Overview The Division of Family and Community Services is seeking to hire a position to perform comprehensive, detailed, analytical, and investigative reviews of case records and call recordings on State and Federal Assistance cases. This position conducts case reviews within an assigned geographical location for compliance

with Federal Supplemental Nutrition Assistance Programs (SNAP), State Regulations and Department of Human Services (DHS) rules, policies, and procedures; conducts interviews with public assistance recipients, responsible relatives, and staff to verify information; and analyzes data and prepares reports regarding outcomes of reviews with recommendations for improvement.

Job Responsibilities Performs comprehensive, detailed, analytical and investigative reviews of live calls, recorded calls, and electronic case records on State and Federal Assistance cases to determine compliance with Federal Supplemental Nutrition Assistance Program (SNAP) regulations, State regulations and Department of Human Services (DHS) procedures designed to improve program access and operations management, reduce expenditures, and avoid quality control errors.

Conducts interviews with public assistance recipients and responsible relatives. Analyzes data accumulated from reviews and prepares reports regarding outcomes and findings utilizing Microsoft Office Suite programs to determine error-trends and provide recommendations to management to improve outcomes. Reviews, studies, and applies Federal and State policies, procedures, and regulations, as well as DHS policies, rules and procedures governing public assistance programs included in the review.

Participates in special programs required to test proposed procedures, methods and/or systems designed to improve Department operations prior to permanent implementation. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above. Minimum Qualifications Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college with coursework in one of the behavioral sciences. Requires two (2) years of professional experience in casework or related area.

Preferred Qualifications Two (2) years of professional experience utilizing interviewing techniques for a public or private organization. Two (2) years of professional experience reviewing and evaluating data in accordance with established criteria. One (1) year of professional experience preparing clear, concise, and accurate reports, and interpreting review findings and agency policies effectively in writing. Four (4) years of professional experience administering a public aid assistance program such as the Supplemental Nutrition Assistance Program (SNAP). Two (2) years of professional experience establishing and maintaining satisfactory working relationships with local staffs, recipients, and the public.

Three (3) years of professional experience interpreting and implementing state/federal supplemental nutrition assistance program policies and procedures.

Two (2) years of experience conducting full scope case reviews and/or second party case reviews. Two (2) years of professional experience in the operation of public assistance eligibility systems, such as Illinois’ Integrated Eligibility System. Two (2) years of professional experience meeting deadlines with strong attention to detail and the ability to utilize critical thinking skills while multi-tasking multiple projects. Two (2) years of professional supervisory experience assigning work, providing guidance to subordinates, recommending counseling and/or discipline following collective bargaining agreements, training staff, approving time off, and preparing and signing performance evaluations.
