POSITION DESCRIPTION: Supports the Department with developing, implementing, and managing statewide policy, planning, design, operations, maintenance, and strategies related to the Connected and Automated Vehicles (CAV) program, Statewide Arterial Management Program (STAMP) and Managed Lanes (ML) program. Coordinates with the FDOT Central and District offices including the Florida's Turnpike Enterprise (FTE), expressway authorities, Federal Highway Administration (FHWA), and other partners when planning for CAV, STAMP, and ML including express lane networks.

Supports the Department with developing the guidance on and implementation of the CAV program, STAMP and ML program. Supports the development of procedures, manuals, handbooks, standards, specifications, and training in cooperation with other Department offices. Provides guidance on CAV, STAMP and ML including emerging technologies and the traditional work items related to signing, pavement marking, and delineation of ML.

Provides specialized technical expertise to FDOT Districts, FTE, and Florida’s Metropolitan Planning Organizations. Provides support on microsimulation/modeling and related activities. Reviews design, technical data, and reports for consistency with Departmental procedures and technical completeness, correctness, and validity as requested by the District staff. Provides support with tracking and monitoring the development of CAV, STAMP and ML projects statewide. Updates these policies and procedures in accordance with legislative and administrative rule changes. Facilitates development of Regional Concept of Transportation Operations (RCTO) and provides statewide guidance and support for systems engineering documentation such as concept of operations and standard operating guidelines.

Coordinates the activities of the Statewide Tolling and Express Lanes Team (STELT) and provides updates on Statewide Express Lanes Software (SELS). Develops and implements a quality monitoring program for ML projects. Manages CAV technologies, policies, and standards. Tracks industry trends and seeks opportunities to fulfill the FDOT's vision of a fatality-free and congestion-free transportation system using CAV and emerging transportation technologies.

Performs technical, engineering, and contract administration tasks on CAV deployment and research projects. Provides technical assistance to the Districts as directed by the CAV, STAMP and ML Program Manager. Develops and assists the Districts' long-term strategy for deploying and integrating CAV and advanced vehicle technologies by conducting technology backssments and observing industry best practices. Advances the CAV Business Plan and STAMP Action Plan implementation. Leads the discussion on traffic signal systems, automated traffic signal performance measures (ATSPM), advance traffic management systems (ATMS), and advanced traffic signal controllers.

Manages and supports the implementation of Active Arterial Management (AAM), ATSPM and Adaptive Signal Control Technologies (ASCT) efforts. Oversees the work performed by the consultant teams on CAV, STAMP and ML. Provides appropriate level of direction and review of delivered work products including invoices. Ensures high quality analyses and appropriateness of project activities and study recommendations. Monitors project budget and schedule compliance. Manages the websites and Share Point activities.

Makes presentations to technical personnel, management, private, and public sector audiences. KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of Connected and Automated Vehicle, Transportation System Management and Operations, and Arterial Management practices, strategies, technologies, research, regulations, policies, standards, guidelines, and applications. Knowledge of traffic engineering principles, design, construction, maintenance, and operations. Ability to manage multiple priorities. Ability to establish and maintain effective working relationships. Ability to communicate both verbally and in writing.

Skilled in developing and making presentations. Ability to provide leadership in a changing environment. Skilled in the use of a personal computer and Department software. Ability to work with contractors, consultants, FHWA, and FDOT staff to develop new programs and maintain existing ones. REQUIRED LICENSURE/REGISTRATION/CERTIFICATION: Registered Professional Engineer in accordance with Chapter 471, Florida Statutes. MINIMUM QUALIFICATIONS: Registration as a Professional Engineer in accordance with Florida Statute 471 and two years of post-registration experience.
