NGL transportation, fractionation, storage and import and export terminals; crude oil gathering, transportation, storage and terminals; petrochemical and refined products transportation, storage and terminals; and a marine transportation business that operates primarily on the United States inland and Intracoastal Waterway systems.

The partnership's assets include approximately 50,000 miles of pipelines; 260 million barrels of storage capacity for NGLs, crude oil, refined products and petrochemicals; and 14 billion cubic feet of natural gas storage capacity. The Senior Measurement Engineer will be responsible for material balance support for the assigned area of responsibility and assist

the manager of material balance in that region. They will also be responsible for leading team efforts with defining and championing proper measurement equipment selection and installation with a focus on measurement risk minimization, operability, and fiscal responsibility.

The position will reside in the Houston offices and will report to the Manager of Measurement Engineering. Responsibilities include, but are not limited to: Determine the effects of measurement projects on existing material balance systems and equipment develop a scope of required equipment and communicate measurement needs to all stakeholders. Assist the development and maintenance of corporate standards for measurement

across all the company. Develop recommendations for improvements to existing systems and practices to streamline measurement processes internal and external to the department.

Provide leadership and guidance to less experienced members of the group Coordinate with Engineering and Field Operations on new and changes to existing measurement projects to ensure proper selection and installation of equipment for custody measurement and material balance measurement. Coordinate within the department to ensure proper measurement technical teams are involved in project execution and maintenance and troubleshooting efforts for measurement locations. Develop expertise in Gas and Liquid measurement practices, standards, and applications including meter specifications, installations, proving, calibrations, and communication.

Lead mitigation efforts to analyze, resolve, and communicate gain/loss issues and resolve material balance differences. Efforts will be both individual and team environments. Understand the assigned asset physical balances and how those are transferred into financial accounting and financial reporting. Work with Measurement and Material Balance managers to provide technical assistance and troubleshooting where required. Work with the Measurement and Material Balance Managers to identify, initiate, and track improvement projects in the assigned areas.

Build an understanding of measurement reporting and balancing systems and equipment. The successful candidate will meet the following qualifications: Bachelor's degree in Engineering is required. 5 years of experience in applied engineering is required. Experience in chemical plant and/or pipeline is required. Measurement experience (gas or liquid) is required. Understanding of basic accounting principles is preferred. Self- starter with the ability to manage multiple priorities without daily direction.

Ability to lead small team environments with defined problem solving objective. Proficient with PC including working knowledge and experience with Microsoft software (Outlook, Word, Excel, etc. ). Excellent troubleshooting and analytical skills are required. Excellent written and oral communication skills. Must possess strong decision-making ability. Strong interpersonal skills with the ability to work either independently or as part of a team. Must be able to travel up to 25%.

Facilitate the adoption, i mplementation, and updating of industry-leadi ng Reliability Safety Programs and program elements (e. g. SIS, Safety Managers, IPL, SIF, critical alarms, interlocks, burner management systems, etc. ). Who You Are (Basic Qualifications) Bachelor's degree Electrical Engineering, Mechanical Engineering, or related discipline Experience in a technical role in a petrochemical or PSM covered facility (i. e. reliability, instrumentation and/or SIS) What Will Put You Ahead Ten (10) or more years' experience in a Reliability Technical Role in a petrochemical or PSM covered facility Experience with SIF, PHA, and/or PSM Knowledge of facility/proce ss design in tuning, engineering, and PSM standards.

Previous experience conducting root cause analysis of process control issues, identifying, and implanting corrective actions. Previous experience working with plant networks (Server/Client s) and process control hardware. Previous experience with relevant engineering software (i. e. AMS, Honeywell) Previous experience applying statistical tools to identify " Bad Actor" equipment. Working knowledge of compliance and engineering standards (NEC, NFPA, API, OSHA, ISA, EPA, etc.

The Senior Mechanical Integrity Engineer is responsible for fixed equipment engineering support to the Facility Mechanical Integrity

department. Other responsibilities include, but are not limited to: Support Facility Mechanical Integrity program by assisting inspectors in planning and executing mechanical integrity assurance programs.

Develop and maintain standards and procedures for fixed equipment mechanical integrity assurance. Identify and make recommendations to reduce/eliminate repeated fixed equipment failures Perform Level 1, 2, and 3 Engineering Fitness-For-Service backssments. Provide engineering support including engineering repair solutions. Stay current with regulations, industry standards, engineering, inspection and repair methods, and applicable technologies. Provide technical input on corporate due diligence efforts and new construction projects. Provide technical support for Federal and State regulatory audits as well as internal audits. The successful candidate will meet the following qualifications: Bachelor’s degree in mechanical engineering, materials engineering or a similar technical degree. Minimum of 7 years of direct experience with fixed equipment in petroleum or petrochemical industry required; 10 years preferred. A strong background supporting process plant production in various fixed equipment. Familiar with piping and vessels Fitness-For-Service Analysis software (COMPRESS, SIGNAL FFS, etc.

) Experience with Finite Element Analysis is a plus. Candidate should be well versed in the API SCIMI documents, ASME BPVC & Pressure Piping Codes, ASTM Specifications, as well as API 579/ASME FFS. Strong working knowledge of corrosion issues and damage mechanisms occurring in equipment and piping operating in mid-stream operating environments is required. Experience with CMMS and IDMS is a plus.
