Union Local IBEW 1049 Summary Under the general supervision of the NERC certified Principal and Lead System Operator, the District Operator is responsible for the safe, reliable and effective operation of the electric transmission system of Long Island. This is a rotating shift position on-site in Hicksville, NY. 40 hours/week. Shifts are 12 and 8 hours in length and rotate between day and night shifts including weekends and holidays. The candidate selected on the basis of the qualifications below

will undergo two separate phases of training: Job Duties & Responsibilities Phase A: Six to sixteen months as required.

Varying periods, from one week to three months, will be spent in various departments of the company, after which written and oral examinations will be given for acceptance to Phase B. Phase B: Up to twenty-four months. After satisfactorily passing the above examinations, the candidate will enter a training period in the Transmission Control Center. During the Phase B training period, he/she may be required to relieve the District Operators during vacations and other absences. Periodic written and oral tests may be given any time during Phase B.

Once both training phases are completed, the applicant will qualify for the next full District Operator available vacancy. The District Operator position offers the successful candidate future opportunities within PSEG Long Island. Job Responsibilities: Takes or directs any action necessary during normal and emergency conditions to maintain the stability of the electric transmission system. Creates, coordinates and issues switching and protective tagging orders on the transmission system to place equipment in and out of service. Analyzes each equipment outage request and plans the orderly shutdown of the specific equipment.

Monitors transmission and substation system using the Energy Management System (EMS) and other tools provided; this includes responding to equipment alarms, monitoring transmission system voltages and power flows. Responsible for developing, reviewing and executing switching procedures to energize new transmission and substation equipment. Reacts to unplanned outages by taking corrective action to restore the transmission system to its normal state, including dispatching necessary workforce to repair the source of the outage. Maintains accurate and complete shift log of events that occur during shift, including all normal and emergency operational events, and computer systems hardware/software problems.

Years of Experience 2 years of experience Job Qualifications Four years of engineering course work or equivalent which shall include the successful completion of a minimum of formal courses in electrical theory, DC and AC power equipment, physics and mathematics. Two years of experience in electric operations, engineering or related work. NOTE: As part of the interview process, applicants will be required to take written examinations in which knowledge of basic math concepts, electric theory including AC/DC circuits and power systems should be demonstrated.

Applicants will also be required to take an approved work aptitude test by an outside consultant in order to be accepted for the position. The successful candidate will also be required to attend a four-week course at the New York Independent System Operator in Albany, NY within one to two years of taking the position. Employees selected for this position will be required to participate in federally mandated drug and alcohol testing programs. Pre-employment testing will be conducted at the offer stage of employment.

Alcohol testing will be performed after an accident and for reasonable cause. Successful applicants will be required to join and maintain membership in the local union 1049 of the IBEW Flexibility to work multiple shifts; ability to work overtime in accordance with departmental requirements. The successful candidate will be expected to work with other professionals in a team-oriented and sometimes stressful environment.

Must be able to handle multiple tasks at one time, and be able to prioritize work and provide leadership during critical system events. Must be comfortable with making decisions often with limited input and extreme time constraints. Must have good problem solving skills. Must have comprehensive computer skills (including Excel and Word) in order to utilize numerous computer applications. Excellent written and clear oral communication skills. Licenses or Certifications Valid NYS driver's license Training and Courses PCT Electric Test, Math Test, PSP.

Job Summary The Transmission Electric System Operator is the first line supervisor overseeing the real time operation of the LIPA transmission and substation system. The Electric System Operator continuously monitors the real time operation of the Bulk Electric System in Long Island while adhering to all applicable NERC TOP standards, NPCC guidelines, New York State Reliability Council Rules and NYISO operating procedures. Job Responsibilities Continuously monitor all pertinent conditions on LIPA

systems (transmission flows, system voltage, system load, frequency, etc.

), identify actual or potential problems, and determine need for corrective action. Respond to actual and potential thermal rating violations on transmission lines and substation equipment (including SOL violations) in accordance with LIPA and NYISO operating procedures and current system conditions. Continuously monitor MW output of units to ensure that they are following dispatch instructions and responding to NYISO AGC signals. In consultation with the Principal System Operator, take or direct the District Operator to take corrective action as nee Continuously monitor on line power flow and contingency analysis results to determine system security under unexpected/emergent conditions, identify potential operating constraints (if any), and direct the District Operator to take appropriate mitigating actions.

Continuously monitor and manage voltage levels, reactive flows and reactive sources on an actual and contingency basis and determine need for corrective action. This includes pro-actively deploying reactive devices to stay ahead of system voltage during l Following a severe system disturbance (e. g. loss of multiple generating units and/or interconnections), determine the cause and extent of the disturbance, develop and implement a plan to restore the system to a secure state and complete appropriate notifi Directly supervise the progress of transmission outages, clearance and control processes and switching procedure to ensure all work permits are ready for pick up at scheduled start time and that they are also returned by the scheduled return time.

Provid Job Specific Qualifications Required Education, Knowledge and Experience: Applicants must meet at least one of the following three criteria to be qualified for this position: 1. Four year engineering degree and 2 or more years of experience in the area of system protection, substation maintenance, transmission planning, power systems engineering or operations.

2. Two year degree and 4 or more years of experience in the area of system protection, substation maintenance, transmission planning, power systems engineering or operations. 3. Six or more years of experience in a transmission, distribution or generation operating environment. Applicant will be Required to take an approved work aptitude test by an outside consultant in order to accept this position. The successful candidate will be Required to prepare for and pass the NERC Transmission Operator Certification exam within one year Must be able to work a rotating 12-hour shift - as such OT will be paid where applicable The ability to interface with all levels of management is essential Verbal communication must be clear, concise and effective.

Strong analytical reasoning and logical thinking ability is also essential. Knowledge of computer simulation tools such as load flow and unit commitment is desired. Tolerance of job stress and pressure is a major contributor to success in the position. High energy, drive and work motivation is a necessity.

Candidates will be expected to gain a thorough understanding of the Rules for Safe Operation, the General Rules for Safe Operation of the Electric Transmission System (OI-20002) and the Collective Bargaining Agreement for Local Union 1049.
