Provide technical expertise and support to operations, project management, planning, power, marketing/sales departments, and as well as external customers in support of the Long Island Power Authority (LIPA) Transmission & Distribution system.
Review Transmission and Distribution interconnection proposals (HVDC, FACTS, Renewables) resulting from the NYISO Interconnection process, New York State Clean Energy Standards /New York's Climate Leadership & Community Protection Act (CLCPA), responses to RFPs and LIPA solicitations, for compliance with LIPA transmission interconnection standards. Review proposed modifications to existing substations and new facilities as identified by Planning studies and the Long Island Offshore Wind Public Policy Transmission Need (LI OSW PPTN) submittals based upon reliability and economy with consideration to operations, economics, safety and maintenance requirements.
Support the preparation of the LIPA T&D Ten Year Study, in providing the required support to validate the feasibility and requirements for the identified Transmission and Distribution project needs. Work with Asset Strategy, SSM-Technical and Field Maintenance to identify and validate the project locations associated with the equipment replacement and upgrades associated with the approved and funded programs also to maintain an adequate and reliable spare equipment fleet.
Provide engineering services for construction/upgrade of electric substations and related facilities based upon reliability and economy with consideration to operations, economics, safety and maintenance requirements. Develop material, engineering design, construction specifications/associated drawings, and standards as required for successful completion of assigned projects. Develop, review and revise standards as a result of recommendations by industry associations (e. g.
IEEE, EEI, ANSI, etc. ) related to state of the art materials and engineering/operating methods. Responsible for communication clear and concise project needs and project alternatives to an audience with varying levels of technical expertise, including LIPA system electric customers. Represent the department, LIPA, and company, at regulatory, community and industry meetings. System Emergencies - Develop temporary designs for the interconnection of mobile generation, mobile switchgear and mobile transformers. Job Summary This position requires performing electromagnetic transient (EMT) studies for the LIPA transmission system by integrating applicable models for inverter based resources/HVDC/FACTS devices by using PSCAD, or other EMT simulation models. This position also develops in-house capability to create applicable EMT models that are required for the analysis. Adequate training and learning opportunities will be provided to develop solid electromagnetic transient skills that is critical
to evaluate transient performance of the integrated power system.
Job Responsibilities Responsibilities include but not limited to: • Develop in-house capability for the development of Electromagnetic transient models and implement a process to organize, review, and maintain model updates and associated documentation, clearly describing steps to setup the model, available parameters accessible to the end user, and available outputs that are needed for various planning studies. • Develop and implement model validation practices and steps to ensure the validity and accuracy of EMT models • Perform complex electromagnetic transient studies involving transmission and/or distribution system on an as needed basis • Perform various transient studies for interconnecting resources and devices, such as inverter based resources or HVDC/FACTS devices, as required.
Examples of such studies include, but are not limited to, dynamic performance studies, harmonic performance studies, sub-synchronous torsional interaction studies, control system interaction study, temporary overvoltage study etc. • Utilize applicable EMT study models to backss potential solutions to meet system performance requirements • Collaborate with Transmission and Distribution Planning and provide applicable support to both groups in the EMT study areas • Ensure compliance with applicable North American Electric Reliability Corporation (NERC) reliability standards by performing applicable EMT studies.
Evaluate proposed / new NERC Standards and continuously monitor for upcoming changes to existing NERC Standards • Support EMT training for planning engineers • Engage with technical consultants to gain understanding of the transient performance of the transmission system and associated interaction with various synchronous and non-synchronous resources. • Actively participate with working groups, universities and other utilities to understand fundamental control concepts of resources • Research and collaborate with industry experts to identify and implement best EMT modeling and study practices • Develop methodology/approach to successfully model and interpret analysis utilizing PSCAD or other EMT simulation tools • Demonstrate clear understanding of control, design and performance of IBR, HVDC or FACTS devices under different scenarios.
Job Specific Qualifications Required: Bachelor's degree in Electrical Engineering A minimum of 4 years of experience in Transmission Planning or Transmission Protection Engineering with an ability to run load flow studies and an understanding of stability and fault duty concepts Demonstrated computer skills in Microsoft Office applications Must have thorough understanding of the fundamental principles of power system analysis Must have the understanding of the practical electrical characteristics of power system equipment beyond their fundamental-frequency parameters and also on fundamental control concepts Excellent interpersonal, verbal and written communication skills as well as ability to travel to attend meetings/conferences/trainings on and off Long Island as required.
Desire to handle challenging projects and the ability to quickly come up to speed is essential. Desire to learn new concepts and attention to details is critical to be successful in this position. Must have the ability to respond to emergency storm and other conditions requires field work during nights and weekend Desired: Master’s Degree in Electrical Engineering or PE License.
