The incumbent will need to work with regional staff and other
internal stakeholders, as well as FWC’s conservation partners, to be effective. Responsible for assisting with developing, coordinating, and implementing Wildlife Management Strategies for locally important species within FWC’s WMA System.
Incumbent will use GIS, population modeling tools, and knowledge of the lands and regional landscape to identify areas of conservation importance and collaboratively develop land management prescriptions to enhance locally important species habitat. The Work You Will Do: The Waste Site Cleanup Section and Drycleaning Solvent Cleanup Program manages the state-funded investigation and cleanup of hazardous waste sites and emerging contaminants, coordinate with the Environmental Protection Agency (EPA) during the cleanup of federal Superfund National
Priorities List (NPL) sites, an implements the Florida Drycleaning Solvent Cleanup Program. Management of these sites involves an interdisciplinary combination of geology, hydrogeology, chemistry, engineering, and environmental science to mitigate risk and protect human health and the environment.

Pay: Annual Salary: $54,000.00 - $60,000.00 (commensurate with experience) Your Specific Responsibilities: Assists with cleanup project management statewide. The position reviews and evaluates scope, cost, schedule, and implementation of cleanup activities, in accordance with state rules and regulations, including field investigations, feasibility studies, designs and remedial actions. This is accomplished through collaboration with the section's technical staff and program managers.
The incumbent reviews, for quality and content, correspondence and reports of technical staff and reports produced through contractual work. Coordinates section responsibilities for off-site notice of contamination, Temporary Point of Compliance (TPOC) notice, and Department of Health (DOH) well survey efforts. Assists the Administrator in drafting rules, regulations, internal management policies and procedures. This includes preparation of legislative bill analyses, budget requests, staffing plans, and allocation of state trust fund and available federal monies. Plans and coordinates strategy with District Waste Cleanup staff.
Establishes priorities and recommends projects to be implemented. Confers with industry representatives, consulting engineers, government officials, environmental groups, and citizens regarding compliance with department rules and regulations. Interprets state and federal statutes and directs staff in development of agency action regarding hazardous waste site cleanup. Represents the department at public meetings, hearings, and workshops. Oversees coordination with U. S. EPA (Environmental Protection Agency) on National Priorities List (NPL) Superfund sites, including development and negotiation of state/federal contracts for Superfund project activities, and coordinate with EPA staff to resolve issues regarding Appropriate and Relevant Applicable Requirements (ARARs), Remedy concurrence, Deletion, and other NPL site related issues as required.
Oversees the backssment and cleanup of Drycleaning Solvent Cleanup Program, State-funded Cleanup Program and Superfund sites, performs contract management duties, Directs and tracks state-funded site initiation efforts, oversees maintenance of section's database and computer tracking systems, including the Environmental Restoration Integrated Cleanup (ERIC) database.
Performs other related duties as required. Required Knowledge, Skills, and Abilities: Knowledge of state and federal laws and regulations relating to hazardous waste/materials management/contaminated site cleanup. Knowledge of state rule making policies and procedures, contract management and contract procurement. Knowledge of hazardous waste site backssment, risk backssment, and remediation. kill in database management and data analysis. Skill in proofreading and editing technical documents for technical accuracy, spelling, and grammar.
Ability to coordinate, organize and maintain schedules of projects, and tasks. Ability to communicate effectively, both orally and in writing, on technical and scientific matters. Ability to travel to hazardous waste cleanup sites. Able to successfully draft/evaluate complex and/or controversial permits or similar compliance concerns within your program area, with sufficient expertise for managing complex issues. Able to provide guidance and/or training to District or Division staff within your program area on complex and/or controversial permits or similar compliance concerns.
Required or Preferred Qualifications: Bachelor’s degree from an accredited college or university with a major in engineering, environmental science or one of the natural sciences; and two years of verifiable related experience; or Any combination of post-secondary education or verifiable related experience, as described above, for a total of six years.
