Provides direct support and training on the surveillance systems. Tasked with ensuring the Bureau of Epidemiology’s surveillance systems are accessible, staffed, and operational to the county health department and state staff during a public health disaster or response event. Maintains Help Desk Operations: Runs and coordinates activities and rotation schedule with

Merlin Help Desk support staff. Serve as the backup for Epi Gateway and Epi Com systems. Provide TA to Merlin users for reported issues and provide ongoing coordination with the county health department users and state-level users.

Leads the Merlin User Group, holding monthly or quarterly calls and discussing future system changes, solicits user feedback, and communicates with users regarding status updates of reported problems, suggestions for improvement, or novel solutions. Provides technical assistance, consultative services, and direction for the development, implementation, evaluation, and expansion of the Merlin System. Gathers information on bugs or problems with the Merlin system

and reports these to management. Proposes effective solutions, summarizes weekly activities, and provides information about key findings.

Performs system testing and coordinates User Acceptance Testing (UAT) for surveillance systems. Identifies key individuals to perform user acceptance testing and schedules testing. Coordinates between the development team and those performing user acceptance testing regarding schedule testing sign-off timeline; provides training for those performing user acceptance testing. Build Merlin disease codes and screens for new diseases during, but not limited to, outbreak responses. Work with SMEs handling outbreaks to develop data tracking tools to aid in response efforts.

Creates and performs CDC year-end data reconciliation and weekly ad hoc queries of the Merlin and ELR database using SAS, SQL or MS Access. Queries will be used to monitor data entry activities, case reviewers, CHD user activities, and compile data sets for users. Expand the use of the tracking protocol and implement changes when needed. Participate in the data science team. Attend meetings and collaborate with team members on various data science projects. Utilize training resources to develop data science skills further. Assist the surveillance section with addressing current and recurring issues for surveillance systems.

Compile reports, create charts to illustrate findings and how processes can be improved, and utilize data sources and statistical software to develop intelligent solutions to surveillance challenges. Your Specific Responsibilities: The incumbent of this position will spend 100% of time providing service delivery activities that include contractor monitoring and review, technical assistance, and contractor service delivery quality control for the USDA Child Care Food Program administered by the Bureau of Childcare Food Programs.

The incumbent in this position will be required to complete a certification twice a year stating that all time worked has been on the Child Care Food Program. The incumbent in this position will receive supervision and direction from the North Region Supervisor of the Field Operations Section of the Bureau of Childcare

Food Programs. This is a highly responsible independent position that: Monitors and reviews Child Care Food Program contractors' program compliance as required within a defined geographic region of Florida, completing written reports within required timeframes, disseminating reports and conducting follow-up monitoring as needed.

Represents the Bureau as a primary witness in administrative hearings. The list of actual counties to be served will be provided by the North Region Supervisor of the Field Operations Section and may be modified as needed. Provides technical assistance, training, guidance and counsel to Child Care Food Program contractors within a defined geographic region of

Florida, including: - providing a definitive interpretation of program requirements to contractors, including free and reduced-price meal policies; - providing technical assistance and consultative services to contractors; - acting as liaison between contractors and the program office; - providing new contractor training for prospective centers, homeless shelters and Afterschool Meal Programs; - conducting pre-approval visits to prospective contractors - providing training and technical assistance to existing contractors, as needed.

- Assists contractors in the preparation of applications as required. Reviews applications for accuracy and completeness and forwards to the Department for approval.

- Performs other related duties as assigned. Required Knowledge, Skills, and Abilities: Knowledge, skills and abilities, including utilization of equipment, required for the position: In addition to the KSA's listed in the occupational profile for a Management Analyst, the incumbent should also have: Knowledge of: federal and state Child and Adult Care Food Program regulations, rules, requirements and procedures; daily operations of a child care center or day care home; child nutrition; methods of compiling and analyzing data; and correct grammar usage. Ability to: interpret federal and state regulations and procedures; analyze processes, identify problems and potential solutions, implement corrective actions and evaluate the results; present negative findings in an effective manner; plan, organize, prioritize, coordinate and complete work assignments; communicate effectively, both verbally and in writing; establish and maintain effective working relationships with others; and work independently without close and constant supervision and be an effective team member or team facilitator, to travel and present information to contractors.

Skill in: use of personal computers and standard software packages.

Qualifications: A bachelor's degree from an accredited college or university and two years of professional related experience. A master's degree from an accredited college or university can substitute for one year of the required experience. Professional or non-professional related experience can substitute on a year-for-year basis for the required college education. Extensive local day travel in a multi-county area will be required and some overnight travel will be required. The incumbent in this position is considered to have regulatory responsibilities in that s/he shall determine a regulated entity’s compliance with federal, state or local statutes or regulation; or determine or recommend whether the agency should issue, revoke, cancel or suspend an entity’s participation in a government program; or approve or recommend administrative transactions between the agency and a regulated entity.

The FGCC is charged with investigating and enforcing Florida pari-mutuel and gaming statutes and rules.

Position Overview: You will be part of a professional audit team who performs compliance audits of pari-mutuel wagering activities, licensed cardrooms, and slot operations occurring at the facilities of pari-mutuel permitholders licensed in the State of Florida, in accordance with Generally Accepted Government Auditing Standards (GAGAS).

Duties & Responsibilities : Plans and performs slot/cardroom/pari-mutuel compliance audits of pari-mutuel permitholders in accordance with the Florida Administrative Code, Florida Statutes, Generally Accepted Governmental Auditing Standards (GAGAS), and the Division's auditing procedures and guidelines.

Prepares detailed workpapers and formal audit reports to be presented to permitholders. Assists with the development, monitoring, and updating of risk backssments and with the Committee of Sponsoring Organizations of the Treadway Commission (COSO) internal controls framework. Monitors and analyzes the cybersecurity readiness of permitholder facilities. Assist the COA and AA with the development of cybersecurity risk backssments and cybersecurity audit plans of permitholder facilities. Conduct annual cybersecurity audits on a bi-yearly rotational basis of parimutuel facilities based on risk backssments.

Coordinates assigned audit staff on audit engagements for which the Tax Auditor IV is the audit team leader. Updates Audit Administrator and Chief Auditing Officer regarding status on an ongoing basis for the audit assignments and obtains direction from audit managers on issues encountered when performing the audit procedures. Prepares audit workpapers for on-base when project is closed out. Ensures confidential information is protected. Plans, directs, coordinates and performs other audits, as assigned. Such as tax credit audits, breeders’ audits, etc. of pari-mutuel permitholders or horse associations in accordance with the Florida Administrative Code, Florida Statues, GAGAS and Division auditing procedures and guidelines.

Prepares detailed workpapers and formal audit reports to be turned in to audit managers for review and approval prior to the release of the audit report being presented to the permitholder or associations. Performs level 2 reviews of audit workpapers and audit files of compliance audits assigned and completed by other tax auditors to ensure quality control that the audit work comports with yellow book auditing standards and the Division auditing procedures and guidelines , findings and documentation is properly vetted, complete, and adequately supports the conclusions noted.

Assist Auditor Administrator and/or Chief of Auditing as requested on projects. Such requests may include revision of audit programs to reflect regulatory changes, working on special projects, implementation of pilot audit procedures for future implementation, etc. Participates, when assigned, on SSAE 18 cross training for the reviews of totalisator (service organization) audit reviews. Actively participates in required continuing professional education CPE assigned during the year.

Performs other related duties as requested by the Audit Administrator or the Chief Audit Officer.
