This position assists the Outdoor Advertising Program Manager in the department’s OAC and Junkyard Control programs’ permitting and inventory process including maintaining the OAC system and Ad Trak tracking databases. OAC program signs oversees: 20,000 +/- Number of permits processed: 300 +/- annually Value of consultant services managed: $1million to $1.5 million annually Overall controlled route mileage oversees: 11,600 Controlled route mileage oversees in the Junkyard Control Program: 2,000 This position reports to the Outdoor Advertising Program Manager.

There are no subordinates reporting to this position. This position works in an environment where because of federal law, most notably the Highway Beautification Act of 1965, the state of Illinois must provide continuing effective control of outdoor advertising adjacent to the interstate and primary highway systems or be subject to a loss of ten percent of its federal-aid highway funds.

The department must have established control procedures, sign permit systems, and sign inventories and must conduct periodic surveillance of all controlled routes to discover illegal signs and monitor signs and land areas as required under this act. The state is further required to act under the provisions of state law to have any illegal signs removed. This position assists the Outdoor Advertising Program Manager in the department’s OAC and Junkyard Control programs’ permitting and inventory process. These activities are regulatory in nature and the incumbent must ensure that the policies and procedures which govern these functions are properly followed.

Typical problems encountered by the incumbent include denying permit applications improperly submitted or submitted for locations deemed non-conforming based on both historical and present-day land use or zoning. The incumbent must be thoroughly versed in the OAC and Junkyard Control programs and requirements to effectively apply regulations in a manner that ensures fairness and equity to applications and protects the department from liability and legal action. The greatest challenge of this position is the timely, accurate, and effective issuance of permits in conformance with state and federal regulations.

(Job Responsibilities continued) This position personally assists the Outdoor Advertising Program Manager in the department’s OAC and Junkyard Control programs’ permitting and inventory process including maintaining the OAC system and Ad Trak tracking databases. These activities are regulatory in nature and the incumbent must ensure that the policies and procedures which govern these functions are properly followed. This includes the application of regulations and policies in an outdoor advertising environment vastly different from the time the laws and regulations were originally adopted.

This position reviews and recommends outdoor advertising sign and junkyard permits, denial notices, illegal sign and junkyard notices, and permit revocation notices and establishes compensation amounts for storm destroyed non-conforming signs that by regulation may not be re-erected. The incumbent provides the knowledge and expertise to handle numerous issues that arise due to questions and complaints from the public or junkyards impacted by roadways on existing or new highway alignments.

The incumbent exercises general latitude in accomplishing the position’s accountabilities and confers with the supervisor on only the most challenging permitting, valuation, and inventory control issues. This position is constrained by all applicable departmental, state, and federal regulations. This position has frequent internal contact with staff in the district offices, Office of Chief Counsel, and various central bureaus within the Office of Highways Project Implementation. External contacts include the general public, sign owners, permit applicants, Outdoor Advertising Control Services contract vendor, Federal Highway Administration, and local government officials.

This position requires occasional statewide travel which may include periodic overtime and overnight stays. The effectiveness of this position is measured by the quality and timeliness of the outdoor advertising sign and junkyard inventory process as well as the sign and junkyard permits issued and properly denied. The effectiveness of this position is also measured by the accomplishment of work functions like adherence to established policies and procedures when handling complaints or inquires and the degree to which efficiency, safety, and effectiveness are employed in the execution of duties assigned.

Another indication of the effectiveness of the incumbent may often be the reactions of the public to the permit process. Principal Accountabilities 1. Reviews and recommends approval or denial of sign and junkyard permit applications as well as reviews and recommends illegal notices and revocation notices which is a required of the Outdoor Advertising Control Program and Junkyard Control Program and pursuant to the mandates of state and federal laws, rules, and regulations. 2. Assists with the effective and necessary inventory of outdoor advertising signs and junkyards including managing a supporting electronic database as required.

3. Responds to inquiries from sign and junkyard owners, permit applicants, local officials, and the general public and provides assistance and guidance to ensure full compliance with state and federal requirements for the OAC program and Junkyard Control program. 4. Assists in the valuation of both signs and sign sites for signs destroyed by storms that by regulation may not be re-erected. 5. Assists the Outdoor Advertising Program Manager in the oversight and monitoring of the Outdoor Advertising and Junkyard Control Support Services vendor contract including assignment of tasks and performance of quality control and compliance checks.

6. Provides effective communication to upper management regarding OAC and Junkyard Control program issues. 7. Performs duties in compliance with departmental safety rules. Job Responsibilities This position is responsible for the structural analysis and design of routine to extremely complex bridge standards projects, including projects related to the Bridge Manual, Culvert Manual, All Bridge Design Memoranda, and associated details and base sheets. This position is also responsible for conducting special investigations concerning design specifications, design concepts, and construction procedures for the department. There are no subordinates reporting to this position. This position operates in an environment of performing the structural analysis and design of complex structures and structural components, including bridges, culverts, retaining walls, and components thereof. This requires the development of unique and innovative design as well as solutions to structural engineering problems. In order to accomplish these tasks, the incumbent must be knowledgeable of the latest technology, design methods, design concepts, and material utilization to ensure a design that is structurally adequate and cost effective.

Typical problems faced by the incumbent include the necessity to develop and maintain a comprehensive knowledge of structural engineering theories and principles so that s/he is capable of creating routine to extremely complex standard designs that will be used by licensed structural engineers throughout the state. Designs of these types frequently demand the resolution of difficult engineering problems and may require the development of creative solutions to situations never encountered. The greatest challenge faced by the incumbent is keeping abreast of the latest technological developments in structural materials and designs and determining the potential applications to departmental projects.

In a typical project, the incumbent is personally responsible for calculating and enveloping the internal forces in a specific standard detail, such as a bridge railing, cross-frame, deck overhang, or approach slab. The enveloped moments, shears, axial forces, and torsional forces of each individual structural member are then used to generate a standard design or design procedure which can be used on the majority of structures in the state.

Other design parameters include fatigue analysis, geometric requirements, seismic analysis, and cost analysis. On occasion, the incumbent reviews proprietary designs prepared by external producers, such as mechanically stabilized earth (MSE) walls, modular joints, or bearings. The incumbent ensures completeness and structural adequacy of these products and offers recommendations for inclusion or rejection of these products for projects in Illinois. The incumbent aids in the incorporation of current standards and design procedures into design policy, including the Bridge Manual, Culvert Manual, and All Bridge Design Memoranda.

(Job Responsibilities continued) The incumbent is given latitude, commensurate with his/her experience, to act independently when performing the responsibilities assigned to this position but must refer problems concerning deviations from departmental policies, specifications, and standards to the Bridge Standard Group Engineer. The incumbent is guided by the American Association of State Highways Transportation Officials (AASHTO) specifications and departmental policies. The incumbent has contact with the district offices when resolving structural problems occurring in the field and with university personnel involved in research.

S/He also has frequent contact with other units within the Bureau of Bridges and Structures. Occasional statewide and/or out-of-state travel with overnight stays is required. The effectiveness of this position can be measured by the technical expertise displayed by the incumbent in the analysis required for the completion of design projects and the incumbent’s ability to solve structural engineering problems in the time allotted.
