POSITION DESCRIPTION: Serves / performs independently in the development and preparation of contract plans and specifications. Utilizes computer aided drafting and design (CADD) software in plans preparation and development. Ensures plans and specifications have been developed in accordance with appropriate design criteria, policy and procedures. Interprets criteria using engineering judgment and experience in the completion of engineering assignments. Assembles roadway design plans, signing and pavement marking plans, signalization plans, lighting plans, No Passing Zone Studies (NPZ), typical section packages, scopes of work, design exceptions and variations, Intelligent Transportation System (ITS), and utility conflict reports to be used in phase reviews and other submittals on designated projects.

Performs complex engineering/ geometric calculations in the development of project design. Develops alignment and grade including horizontal curves and vertical curves. Determines bid items, associated quantities, and compiles quantity summaries. Develops special designs as required for intersections, maintenance of traffic, profile grades and other roadway design components with minimal supervision.

Signs and seals engineering documents including permits, pavement design, etcetera. Develops and updates project schedules with minimal supervision. Coordinates all related engineering functions by Florida Department of Transportation (FDOT) support offices. Provides independent technical support and design services for projects under construction. Represent supervisor concerning design section related issues. Performs Quality Assurance/Control reviews as required to ensure plans have been developed in accordance with appropriate design criteria, policy and procedures.

Prepares and presents design details and concepts at public meetings, local agency workshops and internal staff meetings. Responds to log letters and public records requests and communicates with public and other agency officials in writing and verbally. Reviews permit and Local Agency Program (LAP) plans for compliance with Department and Federal criteria. Provides technical knowledge of the design process as a primary member in a design group. Guides and directs junior engineers in the completion of engineering assignments related to design processes, criteria evaluation, scope development and accurate estimate creation.

Assists in field reviews and field evaluation, data collection, and customer service request documentation. Serves on Technical Review Committee (TRC) in consultant acquisition and Technical Advisory Group (TAG) for consultant design bid build, design/build projects, and alternative contracting. Assists in the development of scope of services and staff hours negotiations. KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of and skilled in engineering process for production of highway construction plans.

Knowledge of concepts, terminologies, design principles and analytical techniques of highway design; computer aided drafting and design (CADD) tools and automated office products. Ability to establish and maintain effective internal and external working relationships. Knowledge of project engineering and scheduling. Ability to apply engineering quantitative techniques in the area of highway design. Skilled in communicating technical information verbally and in writing. Knowledge of and skilled in interpretation of roadway design standards, specifications and criteria established or adopted by Florida Department of Transportation.

Ability to solve engineering related problems. Skill in planning, organizing, and managing multiple work assignments. Ability to prepare roadway construction plans; use a personal computer (PC) ability to guide and direct junior engineers in the completion of design processes. POSITION DESCRIPTION: Reviews Category 1 highway structures plans and other technical documents such as Design Variations, Design Exceptions, typical section packages and maintenance permits. Assists Central Office with the reviews of moderately complex Category 2 structures plans, continuous post-tensioned girders, and post-tensioned substructure components. Reviews contractor-initiated submittals and provides recommendations to construction personnel. Performs structural analysis and design, quantity calculations and prepares plans for Category 1 bridges and other highway structures for in-house Department projects.

Completes Quality Assurance/Quality Control reviews of design calculations and plans. As a registered professional engineer, this position oversees and/or signs and seals plans, reports and other documents as required. Assists with the development of scopes of services and staff hour estimates for Department and Consultant design projects. Negotiates staff hours for consultant design projects. Assists with the development of Requests for Proposals (RFP) for non-conventional bid projects.

Provides structural engineering support for and serves on Technical Review Committees and Value Engineering Studies as required. Provides structural engineering support to Department and Consultant staff in areas of highway structures plans, analysis, and design. Provides guidance and clarification of design standards, criteria, and plans preparation. Identifies and solves moderately complex structural engineering design issues. KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of Florida Department of Transportation (Department) Standard Specifications for Road and Bridge Construction, Structures Manual, Soils and Foundations Handbook, Bridge Load Rating Manual, Plans Preparation Manual, Design Standards, Basis of Estimates Manual, Computer Aided Design & Drafting (CADD) Production Criteria Handbook; American Association of State Highway and Transportation Officials (AASHTO) Load-And-Resistance Factor Design (LRFD) Bridge Design Specifications, Standard Specifications for Structural Supports for Highway Signs, Luminaires and Traffic Signals, Manual for Bridge Evaluation; structural engineering practices and principles; Computer Aided Design and Drafting software.

POSITION DESCRIPTION: Manages, directs and oversees the overall activities of District Traffic Operations Office in accordance with the policies, procedures and rules of the Florida Department of Transportation. Develop and manage the annual operating budget for the Traffic Operations, including Expense, Contract Services, Transportation, Materials and Equipment and Work Program budgets. Direct and oversees Traffic Safety and Services development and review of traffic engineering studies and analyses, traffic regulations, reports regarding traffic operational safety problems, highway signing and pavement markings, including crash investigations, signal warrants, and access management. Direct and oversees activities and reviews related to traffic signal systems optimizations, signal timing, traffic signal maintenance agreements and traffic data collection. Oversee the selection and management of traffic engineering consultants which support Traffic Operations programs and activities.

Oversees all traffic signal, signing and pavement marking plans produced by District Traffic Operations personnel. Oversee and/or approve these plans as necessary as responsible professional engineer. As a registered Professional Engineer, this position oversees and/or signs and seals personally; plans, reports and other documents as required. Coordinates District Traffic Operations programs and functions with local governments, citizens, consultants, other district units, Metropolitan Planning Organizations, and Central Office.

Represent the Department in public meetings/hearings, workshops, and technical forums with other agencies regarding Traffic Operations programs and issues. Provides traffic engineering support for other units within the District and serves as an expert witness for court cases involving traffic engineering; when needed. Provide effective leadership and direction to staff to ensure accomplishment of departmental duties, and continuous organizational improvement. Manage the overall training and human resources development program for Traffic Operations staff.

POSITION DESCRIPTION : Manages and directs the activities of the District Design section which includes the subsections of Roadway Design, Structures Design, Surveying & Mapping, Drainage Design, Traffic Design, Utilities Design, and Consultant Project Management. Establishes a working environment to enhance productivity, efficiency, promotes the Department’s strategic initiatives, and contributes to the success of the Department’s goals, mission and vision.

Provides design guidance that is consistent with Department policies. Supervises and directs the preparation and development of all plans prepared by the District Design Office for letting. This includes, but is not limited to, all roadway plans, structural plans, signing and pavement marking plans, signalization plans, lighting plans, landscape plans, utility joint preparation agreement plans, mitigation plans and architectural plans. (Plans may be prepared by in-house forces or by consultants hired by the Department. ) Ensures all designs and contract plans are developed with a high level of quality, with an emphasis on cost effective and economical products that are in accordance with applicable federal regulations, state laws, and Florida Department of Transportation (FDOT) policy and standards.

Incorporates technological improvements and innovations into designs and plans production to increase efficiency and effectiveness. This position has financial disclosure responsibility. Assists with the development of the FDOT 5-Year Work Program. Maintains frequent and close liaison with all design subsections, other Departmental units, Federal Highway Administration, cities, counties, other local governmental agencies and the public to ensure that stakeholder interests are considered and project schedules are maintained.

Oversees the production of high-quality products that provide the public safe, efficient, and economical transportation projects in a timely manner. Interprets and ensures design documents are prepared in accordance with the design standards, policies, procedures and guidelines as set forth by the Department and Federal Highway Administration. Reviews and approves typical section packages, design variances, exceptions, and all other documents requiring the signature of the District Design Engineer to ensure conformance with the latest criteria and requirements.

These duties require registration as a Professional Engineer. Maintains liaison with Federal Highway Administration to assure total agreement with all aspects of projects involving Federal Funds, which includes meeting, as required, to make decisions and resolve issues. Manages employee relations in a proactive and positive manner, including hiring, firing, promotion, disciplinary actions, and other personnel actions. Identifies, for recommendation and implementation, methods of increasing effectiveness, time savings and cost efficiency, in pursuit of FDOT goals.

Participates in the development of statewide policy and procedures for the functional areas of design. This includes reviews and comments, as well as working as a committee member with Central Office regarding the development of Plans Preparation Manual, Design Standards, etc. Also serves as District Representative on the advisory committee for the “Manual of Uniform Minimum Standards for Design, Construction and Maintenance for Streets and Highways”. Provides input to the Central Office Design Bureau in development of policies and procedures.

Establishes District policies concerning the application of design standards. Provides assistance with the Economic Development Grant Application and Regional Impact Studies development. Serves as the lead member of the District Premium Cost Committee to resolve issues and make decisions concerning errors and omissions. Serves as member of the District Five Access Management to resolve issues and make decisions concerning access management. Serves as expert witness, as needed. Attends meetings and makes presentations to other Departmental units, governmental agencies, counties, cities, private groups, and individuals relating to design criteria or design issues.

Provides assistance to other Departmental units in solving design related issues. Attends meetings and seminars, as deemed necessary, to stay abreast of changes to the policies and procedures of the Department of Transportation and to ensure the District’s design activities are appropriate. Develops and manages the budget for the District Design Department. This includes final approval authority for all budgetary actions for the section. KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of principles, practices, laws and regulations governing the project development and design of transportation facilities; the Department's procedures, guidelines and standards for the Offices of Design, Surveying & Mapping, and Specifications and Estimates; the Department’s Tier Level Business Plans; Department’s production process for developing and delivering the work program; leadership practices.

Skilled in: establishing and maintaining effective working relationships; working with public officials, consultants and regulatory agencies; planning, organizing, prioritizing and delegating the delivery of multiple projects.

Ability to: lead and manage a District Design Office and personnel comprised of managers, supervisors, professionals, technical, and administrative staff; communicate effectively verbally & in writing; plan, organize, coordinate and manage multiple projects; solve complex management, project, and technical problems; supervise employees; and backss the performance of subordinates and consultants. REQUIRED LICENSURE/REGISTRATION/CERTIFICATION: Registration as a Professional Engineer in accordance with Chapter 471, Florida Statutes.
