POSITION DESCRIPTION: Supervises employees spending majority of their time communicating with, motivating, training, and evaluating employees, and planning and directing employees’ work. Evaluate concrete material project/processes to determine current performance status. Make/recommend improvements to optimize delivery or improve results. Notify stakeholders of any changes to the project/process. Ensure project/process is consistent, predictable, and repeatable.
Provide technical support and expertise to effectively address concrete pavement-related issues and challenges including the development and deployment of policies, specifications, and procedures. Coordinate the activities with representatives from other offices to assure a consistent and uniform direction to the programs. Assure that District Materials personnel have the necessary assistance in support of concrete pavement-related operations. Provide support in time to meet the customer’s needs. Support and manage consultant contracts in accordance with applicable rules, laws, and procedures.
Develop scope of task work orders as required. Review the consultant’s work effort and ensure the quality and timeliness of the work product meets expectations and contractual requirements. Review and comment on invoices. Take action to correct any deficiency in service. Act as the Department’s technical liaison with the Federal Highway Administration (FHWA), industry, trade associations, governing entities, and others with regard to concrete materials. Act as the technical representative for discussions regarding development and revision of specification, procedures, and any other pavement related issues.
Facilitate statewide partnering meetings and task teams. Facilitate implementation of new proven national initiatives. Develop, revise, and maintain Department specifications, procedures, manuals, and administrative rules with regard to concrete materials. Draft and submit documents, address comments and concerns. Facilitate and monitor implementation of the new/revised initiatives. Complete development and revisions assignments on time. Prepare and sign/seal related engineering documents and specifications as required. Review concrete material plans, specifications, procedures, and any other documents necessary to execute the Department’s mission.
Provide clear comments as requested on time to be useful to the customer. Offer solutions when objecting to the approach that is proposed. Develop and identify both in-house and contract research needs. Prioritize list of projects into a single annual Materials research initiative. Develop scope for projects. Evaluate Requests for Proposal (RFP). Act as the research contract Project Manager as required. Review and approve invoices on time. Manage research schedule and funding so that project is completed in accordance with the contract documents.
Perform evaluations of new products, equipment, and practices. Facilitate the implementation of research findings. KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of the concepts, terminology, principles, and analytical techniques of structural materials used in highway construction. ESSENTIAL FUNCTIONS: Monitor and control the technical side of various chemical manufacturing processes to assure safe operations. Provide daily, written technical instructions to Operations Personnel related to assigned product lines. Solicit input from R&D Chemists, Engineers, Maintenance and Operations Personnel on manufacturing process problems and improvements and
lead efforts to resolve. Provide guidance and leadership on technical issues and problems related to the production of chemicals. Provide Project Management leadership to usher new products from R&D to commercial operations.
Design and implement improvements in processes that increase yields and rates on assigned product lines. Participate in all Process Hazard Analysis and Process Reviews related to assigned processes. Develop and review production tracking systems and, based on data, drive projects to optimize efficiency and quality. Emphasis on documented design of experiments and design and implementation of SPC/SQC systems. Review and revise process documents to reflect the use of
Equipment Operating Procedures when appropriate and evaluate the producability of the product.
Evaluate lab analysis of chemical products, intermediates and raw materials as needed to support manufacturing operations. Complete and submit Management of Change forms for corrections, improvements, or modifications made to processes or equipment. Communicate changes to the sales function to support customer-change notification requirements. Assure that all process documents are current and that processes are being followed in the plant. Support the sales function with technical advice including accompanying product to customer’s plant. Be familiar with and comply with established Quality Policy.
Support Quality Awareness by identification and correction of quality deficiencies through cooperation with internal audit teams and periodic department evaluations. Lead and document investigations of internal Material Non-Conformances. Includes root cause analysis and driving process improvements to minimize future non-conformances. SAFETY – Adhere to all plant safety policies and compliance regulations. Actively participate in the safety process through completing of safety audits, participating in safety projects, identifying Site Hazards and contributing to safety improvements, and being an attending member of a safety team.
Complete annual safety training as required. Instructions shall also include whom to notify in case of a spill and proper procedures for spill response. Educational requirements include the ability to understand and carry out oral and written instructions. Instructions on handling hazardous waste shall come from the hazardous waste manager or appropriate designee. QUALIFICATIONS: Required: BS or higher in Chemical Engineering or Chemistry. Strong organizational and analytical skills needed for problem solving and trouble shooting. Strong attention to detail balanced with ability to see the big picture for overall strategy implementation.
Ability to work in a fast-paced environment, work under pressure, and meet deadlines. High level of proficiency with SAP, Microsoft Excel, Word, and Power Point. Strong managerial and interpersonal skills dealing with both hourly and exempt associates. Preferred: At least 3 years related experience in one or more of the following: plant operations, R&D, pilot plant operations, quality assurance. ESSENTIAL FUNCTIONS: Provide support for all site instrumentation, control and drive systems including legacy Moore Products single loop controllers, Eurotherm digital recorders controllers and related historian server infrastructure with analog, digital and bus connected (e. g. Modbus, As-I, etc. ) IO. Provide support for Siemens PCS7 Hardware, Software, and Configuration
including OS Server, OS Client, Batch Server, Web server, redundancy troubleshooting, Remote IO, Profinet, and Profibus network support. Identify, troubleshoot, and resolve issues related to the above systems to ensure stable operation through troubleshooting, firmware updates including smart instrumentation, Microsoft patches, software updates, etc.
Identify and implement projects to address control system reliability including component obsolesce and application of best practices. Manage control system service contracts to return the best value. Train process engineers and operators on control systems. Update Network Hierarchy, General Arrangement, and other Engineering Drawings to
reflect as found and field changes. Configure and design custom graphic displays and trends.
Maintain system documentation, change log information and critical spares lists. Troubleshoot / provide troubleshooting support for system hardware, software, network, and instrument bus technologies as needed. Develop and maintain instrumentation standards to minimize hardware variances. Participate in and drive the change management process as it relates to the control systems. Participate in Process Hazard Analysis (PHA) as required. Lead control system upgrade projects as well as installation of new control systems as needed. Participate in projects as team member managing the design and implementation of instrumentation, control, and automation aspects of larger projects.
