Your Specific Responsibilities: The incumbent if part of a global public health organization and is expected to support the Florida Department of Health in Polk County in its mission to protect, promote, and improve the health of all people in Florida through integrated state, county and community efforts and its vision to be the Healthiest State in the Nation.

Collaboration, Accountability, Responsiveness and Excellence in all aspects of their work. Professional Engineer for the Florida Department of Health in Polk County for the Florida Department of Environmental Protection (FDEP) Petroleum Restoration Program (PRP).

Performs engineering work requiring licensure by the State Board of Professional Engineers. Duties include PRP duties include technical engineering reviews to determine site and contaminant plume characteristics, and to advise on correct technical procedures and effective remediation strategies. Manages the performance of remedial action and monitoring activities for state-funded rehabilitation projects and non-program petroleum

discharges under contract with the FDEP PRP, and under the requirements of Chapter 62-780, Florida Administrative Code (FAC).

PRP Professional Engineer Review & Technical Support Serves as the lead engineer responsible for remedial action document reviews and approvals. Report reviews shall include, but are not limited to, the following report types: Pilot Test Plans, Pilot Test Reports, Remedial Action Plans (RAP), RAP Modifications, Operation & Maintenance Reports, Source Removal Reports, Natural Attenuation Monitoring Reports, Post Active Remediation Monitoring Reports, Site Rehabilitation Completion Reports, and laboratory analytical data related to the PRP.

Provides technical oversight and professional certification of the remedial action documents, authorized by Chapters 471, FS and 61G15-26.001, FAC. Develops training plans in the remedial design review procedures, and instructs and trains others in these procedures. Develops program design criteria, procedures, and standards for various types of remediation technologies. Signs and seals contracts, reports, and other documents which require a Professional Engineer seal for public record. Deliverable Reviews Performs reviews of technical reports documenting site remediation activities, monitoring and progress towards site rehabilitation.

Issues approval and comment letters addressing the standard of completed work and contractor recommendations for the ongoing site strategy. Reviews and approves contractor invoices for completed work at state-funded sites. Site Management Develops site specific scopes of work for state-funded restoration with the assistance of technical support personnel. Prepares these scopes for development into purchase requisitions under the PRP’s competitive procurement process. Provides recommendations for corrective actions, negotiates changes in the scope of work as required and prepares change orders.

Prepares draft correspondence for issuance of FDEP Site Orders. Monitors the effectiveness of the rehabilitation of the site and the consultant’s performance in accomplishing established goals in a cost-effective and timely manner. Monitors and makes recommendations on the rehabilitation of contaminated sites not eligible for state funding (non-program sites). Advises the owner and consultant regarding cleanup strategy and required progress towards site closure. Maintains files and documentation of these activities in local program site files and also submits for indexing and entry into the FDEP Document Management System (OCULUS) electronic record.

Manages data entry into the FDEP Storage Tank and Petroleum Contamination Monitoring (STCM) database. Performs inspections of managed sites to document the status and condition of installed remediation equipment and monitoring wells, along with general site conditions. Completes FDEP inspection forms and takes documentation photographs for inclusion in the file record and OCULUS. Administrative/Training/Other Completes time reporting documentation, required training and other administrative functions.

Performs other duties as assigned by supervisor. Required Knowledge, Skills, and Abilities: Knowledge of environmental field work, engineering and design principles, tools and equipment. Knowledge of the concepts, terminology, principles and analytical techniques of an environmental engineering specialty area, chemical, mechanical and electrical engineering. Knowledge of engineering design, construction, and operations. Skill in computer applications including document preparation, use of detailed spreadsheets and databases. Skill in communicating tactfully and effectively with clients and the general public, both verbally and in writing.

Ability to analyze and interpret engineering data, construction drawings, electrical schematics, installation and services manuals, and to apply engineering quantitative techniques. Ability to work independently, and to organize, prioritize, and schedule necessary tasks. Knowledge of the concepts, terminology, principles and analytical techniques of an engineering specialty area. Knowledge of engineering design, construction, production and/or operations. Skill in using engineering tools, equipment and/or instruments. Ability to plan, design, evaluate and investigate engineering works and systems.

Ability to apply engineering quantitative techniques. Ability to monitor and inspect engineering projects. Ability to solve problems relating to engineering. Ability to plan, organize and coordinate work assignments. Ability to communicate engineering information effectively. Ability to establish and maintain effective working relationships with others. Qualifications: Valid Florida Class E Driver’s License Registration as a Professional Engineer in accordance with Florida Statute 471 and two years of post-registration experience.

This position may require certification as outlined in Florida Statutes 381.0101 for either (1) Food Protection, or (2) Onsite Sewage Treatment and Disposal Systems (OSTDS), or (3) both Food Protection and OSTDS programs. To qualify for certification, the incumbent must possess a minimum of a bachelor’s degree and must have successfully completed a minimum of 30-semester or 40 quarter hours in environmental health, environmental science, a physical or a biological science, or public health. Other job-related requirements for this position : Emergency Duty: Incumbent may be required to work before, during and/or beyond normal work hours or days in the event of an emergency.

Emergency duty required of the incumbent includes working in special needs or Red Cross shelters, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.
