We issue air, water, and solid and hazardous waste permits that restrict discharges to environmentally safe levels. Staff members inspect and monitor regulated entities; provide compliance and technical assistance; monitor and backss air, land, and water quality; use enforcement actions as necessary to ensure compliance; and respond to incidents involving spills to soil or waters of the state. Salary Statement : The salary for this position traditionally starts at $75,010.00 but may be commensurate with

education or work experience. Role Overview : This position exists within the Indiana Department of Environmental Management (IDEM), Office of Air Quality (OAQ), Compliance and Enforcement Branch.

Incumbent reports to a Compliance Section Chief. The purpose of this position is to effectively use all compliance and enforcement tools and resources available to improve the air quality in the State of Indiana by ensuring all air pollution sources comply with applicable state and federal air pollution control laws, rules, regulations, and permits while incorporating innovative and voluntary compliance and pollution prevention approaches within the regulated community.

Incumbent works independently as an air compliance inspector to ensure regulated sources comply with applicable state and federal air pollution control laws, rules, regulations, and permits. Incumbent identifies sources of air pollution, analyzes problems, and recommends appropriate enforcement actions to encourage noncompliant sources to return to compliance in a timely manner. Incumbent is responsible for gathering evidence and serving as an expert witness at adjudicatory proceedings, if necessary. Incumbent provides compliance and engineering expertise in industrial and manufacturing sectors, NSPS, MACTs, and NESHAPs for agency, Branch and regional office staff.

Incumbent is called upon to conduct special studies and projects, when necessary. Incumbent serves as an acting Section Chief in the absence of the supervisor. A Day in the Life: The essential functions of this role are as follows: Inspect complex sources of air pollution. Gather necessary evidence to recommend appropriate enforcement action to address any noncompliance consistent with branch and office policies, guidance, and SOPs. Prepare technical inspection reports documenting observations, findings, and recommendations as a result of an inspection or investigation.

Draft inspection summary, violation, and enforcement action letters, as appropriate, and assist in negotiation and settlement of enforcement cases. Investigate air pollution complaints and emergencies. Review technical reports submitted by regulated entities and address noncompliance. Serve as an engineering expert, resource person, mentor, and trainer for the branch and office in assigned areas of expertise including, but not limited to, hazardous waste combustors, medical manufacturing, leak detection and repair (LDAR), and comprehensive performance tests (CPTs).

Maintain a broad and extensive knowledge of state and federal laws and regulations including NSPS, NESHAPs, MACTs, and the enforcement process. Enter and maintain data in appropriate compliance and enforcement databases. Communicate and consult with U. S. EPA, other state and local agencies, regulated entities, consultants, attorneys, associations, individuals, and community organizations to assist and resolve compliance and enforcement issues. Manage compliance and enforcement of regulated entities consistent with state and federal laws and regulations, branch and agency policies, guidance, and SOPs. Use a thorough knowledge of engineering, environmental health sciences, public and environmental health, environmental protection principles and practices to conduct inspections, determine the validity of complaints, review various reports, review proposed permits, identify noncompliance or violations, and take appropriate enforcement action based on branch and agency policies, guidance, and SOPs.

Ability to use a computer and computer applications including the Microsoft Office suite and process data in a database. Maintain a valid Indiana Operator Driver License.
