POSITION DESCRIPTION : Manages and directs the activities of the District Design section which includes the subsections of Roadway Design, Structures Design, Surveying & Mapping, Drainage Design, Traffic Design, Utilities Design, and Consultant Project Management. Establishes a working environment to enhance productivity, efficiency, promotes the Department’s strategic initiatives, and contributes to the success of the Department’s goals, mission and vision.

Provides design guidance that is consistent with Department policies. Supervises and directs the preparation and development of all plans prepared by the District Design Office for letting. This includes, but is not limited to, all roadway plans, structural plans, signing and pavement marking plans, signalization plans, lighting plans, landscape plans, utility joint preparation agreement plans, mitigation plans and architectural plans. (Plans may be prepared by in-house forces or by consultants hired by the Department. ) Ensures all designs and contract plans are developed with a high level of quality, with an emphasis on cost effective and economical products that are in accordance with applicable federal regulations, state laws, and Florida Department of Transportation (FDOT) policy and standards.

Incorporates technological improvements and innovations into designs and plans production to increase efficiency and effectiveness. This position has financial disclosure responsibility. Assists with the development of the FDOT 5-Year Work Program. Maintains frequent and close liaison with all design subsections, other Departmental units, Federal Highway Administration, cities, counties, other local governmental agencies and the public to ensure that stakeholder interests are considered and project schedules are maintained.

Oversees the production of high-quality products that provide the public safe, efficient, and economical transportation projects in a timely manner. Interprets and ensures design documents are prepared in accordance with the design standards, policies, procedures and guidelines as set forth by the Department and Federal Highway Administration. Reviews and approves typical section packages, design variances, exceptions, and all other documents requiring the signature of the District Design Engineer to ensure conformance with the latest criteria and requirements.

These duties require registration as a Professional Engineer. Maintains liaison with Federal Highway Administration to assure total agreement with all aspects of projects involving Federal Funds, which includes meeting, as required, to make decisions and resolve issues. Manages employee relations in a proactive and positive manner, including hiring, firing, promotion, disciplinary actions, and other personnel actions. Identifies, for recommendation and implementation, methods of increasing effectiveness, time savings and cost efficiency, in pursuit of FDOT goals.

Participates in the development of statewide policy and procedures for the functional areas of design. POSITION DESCRIPTION: Supervises employees by spending the majority of the time communicating with regularly, motivating, training, evaluating, planning and directing employees’ work. POSITION DESCRIPTION: Supervise and direct the overall daily activities of the District Plans, Specifications, and Estimates (PS&E) unit ensuring compliance in the production and compilation of all final contract PS&E packages utilized in statewide bidding activities and local district let projects. Plan workloads, work flows, deadlines, objectives, and time utilization with employees. Evaluate, train, and motivate subordinate employees to improve quality and quantity of work performed.

Provide support in resolving problems, establishing work, and scheduling priority deadlines. Communicate on a regular basis with employees both individually and in staff meetings to provide feedback and motivation. Supervises staff in the review of the final Contract plans package to ensure compliance with the Plans Preparation Manual, policies, and procedures. Assist the project managers from In-house Design, Traffic Operations, and Consultant Project Management with the electronic plans package mailing process in the areas of project start-ups, quality assurance, quality control, and electronic delivery preparation.

Ensure project managers are provided support with the authentication of project files, assembly of electronic files, and the posting of electronic plans prior to the transmittal of the final plans package for a letting. Responsible for the general structure of the electronic plans package as required by the Computer Aided Drafting and Design (CADD) Production Criteria Handbook. Responsible for the final transmission of the electronic PS&E package to Central Office. Supervise staff in the development of detailed construction cost estimates using Department software.

Assist in the development of the District's Five-Year Work Program with the review of preliminary project reports, long range estimates and engineer's construction cost estimates. Review and/or oversee the reviews of construction cost estimates at all design phases to maintain the integrity of the Work Program. Oversee the preparation of all preliminary and final construction cost estimates for the District's Work Program. Provide guidance to District Estimates staff in performing quality assurance of the plans and specifications and their relationship to the cost of a project.

Supervise the District Estimates staff in training of other District personnel as required. Supervise staff to ensure that specifications in the final PS&E package are complete and in compliance with the Specifications Handbook, policies, and procedures. Supervise staff in the development or quality assurance of in-house specifications packages. Supervise District Specifications staff in training of other District personnel as required. Serve as the District's point of contact for the Central Office Plans Processing Unit and the District Professional Services Office.

Review plans, specifications, and related contract documents regarding completeness, feasibility, and technical soundness. Provide necessary technical input to develop a consistency of design in accordance with Florida Department of Transportation (FDOT) policies and procedures. Responsible for coordinating with project managers to resolve deficiencies in the plans and specifications. Develop and recommend procedures for improving the quality of plans and specifications prepared by in-house and consultant designers. This includes the systematic monitoring and reporting of deficiencies during the design phases, methods to incorporate the latest design features, and resolution of construction problem trends.

Recommend remedies to improve PS&E quality by avoiding historical design errors which have resulted in excessive supplemental agreements. Coordinate with the Senior Design Engineers and the Production CADD office as necessary for both project specific and general process improvement. Assist in the development, implementation, and monitoring of the Office's business plan. Develop and coordinate implementation of product monitoring techniques, project control systems, and quality assurance / quality control (QA/QC) processes for the unit.

Ensure awareness of changes to criteria, policies, and procedures as set by the FDOT and the Federal Highway Administration with an emphasis on PS&E processes. Ensure dissemination of changes to criteria, policies, and procedures and advise in the interpretation of these changes with in-house staff and consultants. Recommend changes as required to improve performance. KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of FDOT and American Association of State and Highway Transportation Officials (AASHTO) design criteria and standards.
