executes computer audit software for use in CAATs procedures. Coordinates the development and execution of computer audit software for CAATs procedures. Coordinates data collection with auditee technical staff.

Analyzes data to ensure adequate knowledge to perform requested functions. Reconciles data (parallel simulation) as appropriate to ensure population completeness and data integrity. Analyzes and researches user queries and operational problems with assigned applications and advises users on possible solutions. Coordinates system design and analysis. Compiles research on current developments in data processing hardware and software, design methodologies, and accounting and auditing

standards. Develops detailed processing procedures and guides and assists in installing procedures and systems.

Assists in the instruction, training, and supervision of subordinate analysts. Assigns work to subordinate analysts and reviews their work. Assists in the evaluation of projects to be considered for work plan preparation. Changes or creates job streams and the documentation to support those job streams. Develops and maintains end-user operating manuals. Designs and develops specifications for new data processing applications and for enhancements to existing components. Develops, debugs, enhances, and modifies program code based on program specifications.

Develops procedures for testing systems and debugging programs and prepares and conducts systems tests. Prepares file changes based on program specifications. Prepares documentation of programs and systems flow charts, narratives, test data, report formats, schedules, and job work flow. Assists in conducting training sessions on the use of Auditor General Information Technology Systems. Performs other related duties as required. Until Filled) OPEN COMPETITIVE Our Organization, Mission and Vision : The newly created Florida Gaming Control Commission (FGCC) is a five-member commission appointed by the Governor.

The FGCC is charged with investigating and enforcing Florida pari-mutuel and gaming statutes and rules.

The commission is charged with the regulation of Florida’s pari-mutuel, cardroom, and slot gaming industries, as authorized by Chapter 550, 551 and 849, Florida Statutes, as well as collecting and safeguarding associated revenues due to the state. The commission is also the State Compliance Agency (SCA) under the provisions of the Gaming Compact between the Seminole Tribe of Florida and the State

of Florida. In Florida, pari-mutuel wagering is authorized for horse racing, harness horse racing, jai alai games and cardroom poker games. Additionally, slot machine gaming at pari-mutuel facilities is authorized in Broward and Miami-Dade Counties.

Position Overview: You will be part of a professional audit team who performs compliance audits of pari-mutuel wagering activities, licensed cardrooms, and slot operations occurring at the facilities of pari-mutuel permitholders licensed in the State of Florida, in accordance with Generally Accepted Government Auditing Standards (GAGAS).

Duties & Responsibilities : Plans and performs slot/cardroom/pari-mutuel compliance audits of pari-mutuel permitholders in accordance with the Florida Administrative Code, Florida Statutes, Generally Accepted Governmental Auditing Standards (GAGAS), and the Division's auditing procedures and guidelines.

Prepares detailed workpapers and formal audit reports to be presented to permitholders. Assists with the development, monitoring, and updating of risk backssments and with the Committee of Sponsoring Organizations of the Treadway Commission (COSO) internal controls framework. Monitors and analyzes the cybersecurity readiness of permitholder facilities. Assist the COA and AA with the development of cybersecurity risk backssments and cybersecurity audit plans of permitholder facilities. Conduct annual cybersecurity audits on a bi-yearly rotational basis of parimutuel facilities based on risk backssments.

Coordinates assigned audit staff on audit engagements for which the Tax Auditor IV is the audit team leader. Updates Audit Administrator and Chief Auditing Officer regarding status on an ongoing basis for the audit assignments and obtains direction from audit managers on issues encountered when performing the audit procedures. Prepares audit workpapers for on-base when project is closed out. Ensures confidential information is protected. Plans, directs, coordinates and performs other audits, as assigned. Such as tax credit audits, breeders’ audits, etc. of pari-mutuel permitholders or horse associations in accordance with the Florida Administrative Code, Florida Statues, GAGAS and Division auditing procedures and guidelines.

Prepares detailed workpapers and formal audit reports to be turned in to audit managers for review and approval prior to the release of the audit report being presented to the permitholder or associations. Performs level 2 reviews of audit workpapers and audit files of compliance audits assigned and completed by other tax auditors to ensure quality control that the audit work comports with yellow book auditing standards and the Division auditing procedures and guidelines , findings and documentation is properly vetted, complete, and adequately supports the conclusions noted.

Assist Auditor Administrator and/or Chief of Auditing as requested on projects. Such requests may include revision of audit programs to reflect regulatory changes, working on special projects, implementation of pilot audit procedures for future implementation, etc. Participates, when assigned, on SSAE 18 cross training for the reviews of totalisator (service organization) audit reviews. Actively participates in required continuing professional education CPE assigned during the year.

Performs other related duties as requested by the Audit Administrator or the Chief Audit Officer. JOB DUTIES: Audits and prepares journal vouchers for payment of department invoices. This process includes verifying the existence of appropriate documentation, signatures, and account codes before processing through FLAIR. Works with management to motivate and train employees in the proper application of procedures to be used in conjunction with the level of work being performed.

Assists the Accounting Services Administrator in the assignment of various projects, outlines the specifications of assigned projects, maintains comprehensive oversight of work performed and reviews the final work documentations. Works with management in analyzing and reviewing Planning Accounting and Ledger Management (PALMS) business processes. Performs complex reconciliations of agency account balances to statewide accounting records. This requires an advanced analytical aptitude as well as the ability to use spreadsheet and database applications to efficiently analyze large amounts of accounting data.

Processes all payments with correct journal transaction date to assure compliance with Section 215.422, Florida Statutes-Prompt Payment Law. Records into FLAIR encumbrances of office and field purchase orders; reconciles office and field purchase orders monthly. Prepares special reports that enable the department to manage appropriations and projects more efficiently. To tailor reporting to department’s needs, this position requires both extensive accounting expertise and dedication to the Division of Administration customer service initiative.

Responsible for accurate and timely processing of the department’s fuel bill, settlement agreements, monthly and quarterly lease payments, and FLEET charges. Also, assists with processing P-Card as needed. Processes correct journal entries for expense vouchers returned by the State Comptroller to ensure correct department accounting records.
