Discharge Elimination System (NPDES) inspection and investigative programs. The Engineering Technician II has a variety of responsibilities, focusing on storm drain and runoff conveyance system inspection, as well as dry weather flows investigation. This role demands a comprehensive understanding of stormwater/flood control infrastructure systems and familiarity with NPDES permit governing systems operation and maintenance.

The ideal candidate will possess experience in stormwater management or NPDES inspection, and desired qualifications include certifications such as HAZPOWER and stormwater certifications. The Engineering Technician II is the journey level classification in the Engineering

Technician series and the first working level classification for NPDES inspection and investigative programs, reports to an appropriate supervisory or manager level position, may independently lead investigations characterizing environmental conditions and leading to the resolution of illicit connections and unpermitted discharges arising from complaints, reported violations and emergency spills, maintain and deploy environmental monitoring equipment and instrumentation and undertake program reporting and database management.

County Flood Control and Water Conservation District provides for the control and conservation of flood and storm waters and for the protection of watercourses, watersheds, public highways, life and property from damage within its boundaries.

EXAMPLES OF ESSENTIAL DUTIES FLOOD CONTROL: • Plan, operate, and maintain stormwater/flood control infrastructure systems. •Maintain and deploy environmental monitoring equipment and instrumentation and program reporting and database management. • Read and interpret plans and specifications. • Respond to complaints or requests for service. • Conduct inspections, recognize violations and substandard materials and workmanship, and secure conformance with regulations.

•Respond to illegal discharges, determine the type of pollutants, backss clean-up procedures, and make proper notifications. •May independently lead investigations characterizing environmental conditions and leading to the resolution of illicit connections and unpermitted discharges arising from complaints, reported violations and emergency spills. • Operate current metering and other data equipment. • Assist in construction inspections of public works construction projects. •Use District's management system, which includes uploading documents, emails, pictures, and printing reports.

•Maintain accurate records and preparing clear and concise reports. • Maintain effective relationships with municipal stormwater program partners. MINIMUM QUALIFICATIONS OPTION I Experience: Three years of sub-professional civil engineering experience. (Completion of college level courses from an accredited college or university in civil engineering or closely related subjects to the assignment such as land surveying, soils erosion, soils testing, blueprint reading, mathematics, computer graphics, or hydrology may substitute for up to two years of the required experience on the basis of 12 semester or 18 quarter units equaling one year of the required full-time experience.

) OPTION II Education: Graduation from an accredited college or university with a bachelor's degree in surveying engineering or civil engineering. OPTION III Experience: Three years of sub-professional civil engineering experience. (A valid Certificate of Registration as an Engineer-in-Training or Surveyor-in-Training issued by the California State Board of Registration for Professional Engineers may substitute for two years of the required sub-professional engineering experience.

) ALL OPTIONS Knowledge of: General knowledge of contemporary methods, materials, techniques, current literature, and information sources used in the design, implementation, and maintenance of storm water infrastructure and water quality Best Management Practices (BMPs) associated with land development, construction, commercial, industrial and institutional sites, residential areas and recreational facilities; BMP's applicable to stormwater, source control/treatment, and hazardous materials control or prevention programs as well as their implementation and maintenance; Stormwater compliance inspection protocols and documentation methods; General office procedures, and computer usage; Data entry and report preparation; Principles and best practices used in interacting with the public and employing excellent customer service.

Ability to: Read and interpret Stormwater Pollution Prevention Plans (SWPPPs), Project Water Quality Management Plans (WQMPs), construction plans and specifications; analyze, evaluate and accurately review efficacy of Best Management Practices (BMP); Respond to complaints or requests for service; Conduct inspections, recognize violations and substandard materials and workmanship, and secure conformance with regulations with decisiveness, tact, and impartiality; Maintain and deploy environmental monitoring devices including samplers and field instrumentation; Use District's digital asset management system, which includes uploading documents, emails, pictures, and printing reports; Respond to illegal discharges, determine the type of pollutants, backss clean-up procedures, and make proper notifications; Work independently with minimal supervision; Maintain accurate records and preparing clear and concise reports; Communicate clearly and effectively, both orally and in writing; Provide public information at the office and in the field; Make sound judgments within established codes, procedures and guidelines; Ensure adherence to safe workplace practices, policies and procedures in office and field settings; Establish and maintain cooperative working relationships with property owners, contractors, engineers, utility companies, regulatory agencies, and others encountered in the course of work and establish and maintain effective relationships with municipal stormwater program partners.

License/Certification: Possession of a valid California Driver's License.

Monitor the consultants progress and schedule and ensure they are progressing the work and that the elements of the schedule are logical and applicable to the phase of the project.

Assist and monitor the consultants work during the environmental process and ensure they deliver the required documents/studies/reports required by California Environmental Quality Act (CEQA), National Environmental Policy Act (NEPA), and any other environmental requirements. On project Subject Matter Experts (SMEs) are available to support the Project Coordinator and provide mentoring and guidance or review and comments on the reports. Assist the client in obtaining the necessary permits for the project including but not limited to 401, 404, xyz X, relevant City, County, State, and Federal permits.

Support with the identification and monitoring of project risk. Some of the duties may include but are not limited to the following: identify and document risk, development of risk mitigation measures and reporting risk resolution or impacts. Support in communicating project status and updates to Client, legal representatives, consultant staff, residents, and project stakeholders. Support coordination with federal, state, and local agencies during project planning, design, and implementation. Ensure compliance with any pertinent administrative requirements.

Some of the related duties may include but are not limited to the following: Develop and recommend approval of contracts and cooperative agreements with other governmental agencies, consultants and private contractors as needed. And monitor their implementation. Prepare and review a variety of planning and policy reports, communications related to projects, programs, and the appropriation of funds. Working with the Project Controls team and Client’s staff to monitor the project funding, budget, and costs. Ensure the projects remaining within the budget and funding limits established.

Development of client presentations and staff reports for the client’s commission, committee, staff, community, and public agency governing bodies meetings and public hearings and coordinate approval with the Client PM and seek and obtain other Client approvals of the documents. Provide updates and potentially give presentations on behalf of the client to City Councils and local business organizations. Attend, participate, and document monthly client’s commission, committee, joint powers, governmental, staff, and citizen advisory meetings. Develop contract correspondence, awards, amendments, and contract changes for the client’s approval and presentation to the client’s management team and Commissioners.

Meet with representatives from Caltrans, SCRRA, BNSF, UP, or other agencies/cities to discuss projects and seek resolution on issues that may arise. Attend local organizational meetings as a representative of Bechtel. Provide advice and support to the client in all phases of a project and identify any areas that may require assistance from the Bechtel team and request this assistance. Review and coordinate correction of consultant/contractor invoices.

Qualifications and Skills Basic Qualifications Level One : University Degree in Environmental Engineering, Environmental Planning, or other degrees relatable to the Environmental Field , plus 5 years of hands-on experience in the Environmental Clearance or Design and management of transportation related projects under the authority of a State Department of Transportation. Level Two : University Degree in Environmental Engineering, Environmental Planning, or other degrees relatable to the Environmental Field , plus 10+ years of hands-on experience in the Environmental Clearance or Design and management of transportation related projects under the authority of a State Department of Transportation.

Minimum Qualifications Hands-on experience in working on environmental or design projects under the authority of SCRRA, BNSF, UP, or other railroad authorities would be beneficial. Working experience and knowledge of planning, PA&ED, PS&E, and construction phase of a project. Experience in compliance with/or understanding of the requirements of the California Environmental Quality Act (CEQA), National Environmental Policy Act (NEPA), and Western Riverside County Regional Conservation Authority.

Experience in environmental and/or design projects with the United States Army Corps of Engineers. Be customer focused and proactive in all interactions with the client and Bechtel team. The Senior Engineering Technician is the advanced journey-level classification in the Engineering Technician series and reports to an appropriate supervisory or manager-level position. The Senior Engineering

Technician is distinguished from the Engineering Technician II in that the former is responsible for the more complex assignments, has a higher degree of technical proficiency, and a wider exercise of initiative and independent judgement within defined technical and procedural limits.

" EXAMPLES OF ESSENTIAL DUTIES • Draft plans, profiles, cross-sections, projections and details and alignments for flood control projects; illustrate complex data in precise drawings using computer-aided design and drafting techniques. • Design channels, roadways and appurtenant structures within established limits, standards and procedures. • Review or prepare maps, plans, quantity estimates, and other documents; and conformity to standards.

• Review and comment on improvement plans prepared by engineering firms. The duties and responsibilities described are not a comprehensive list and additional tasks may be assigned or changed as necessitated by business demands , MINIMUM QUALIFICATIONS OPTION I Experience: Four years of sub-professional civil engineering experience, at least one year of which must have been at a level equivalent to a County of Riverside Engineering Technician II. (College courses from an accredited college or university in civil engineering or closely related subjects to the assignment such as land surveying, soils erosion, soils testing, blueprint reading, mathematics, computer graphics, or hydrology may substitute for up to two years of the non-specialized experience on the basis of 12 semester or 18 quarter units equaling one year of the required full-time experience.

) OPTION II Education: A bachelor's degree from an accredited college or university in surveying engineering or civil engineering. Experience: One year of sub-professional engineering experience equivalent to a County of Riverside Engineering Technician II.

ALL OPTIONS: Ability to: Make mathematical computations; read, interpret, prepare, or check detailed reports, plans, and drawings; coordinate computer-aided mapping activities; complete difficult technical assignments without immediate supervision; establish and maintain effective working relationships with others. Desired: Significant experience in utilizing the latest developments of Auto CAD products and have completed certified Auto CAD training, with a focus on Civil3D. Prior knowledge of developing and implementing drafting standards, preparing and maintaining drafting workflows and best practices, and troubleshooting drafting or production issues.

Subject matter expert in Auto CAD who is capable of effectively troubleshooting and implementing drafting standards.
